Northrop Grumman Mission Systems has an opening for a Sr Principal Supply Chain Subcontract Specialist (Band 4) to join our team of qualified, diverse individuals. This position will be expected to commute to the Baltimore/Linthicum, MD area with an opportunity for excellent career growth potential supporting the rapidly growing development programs with support from a Global Supply Chain perspective for the Emerging Capabilities Development (ECD) Team in the Airborne Multifunction Sensors (AMS) Division in our Mission Systems (MS) Sector.
Description
The individual will be responsible for executing compliant procurement activities, providing contractual support, and completing/maintaining documentation with suppliers in support of development programs for the Emerging Capabilities Development (ECD) team. Due to the developmental nature of these Programs, the individual will need to be able to work in a fast-paced, compliant manner while seeking creative solutions to support the needs of our Programs. The individual will be responsible for source selection from solicitation through execution phases, including Terms & Conditions and Overriding Agreement negotiations and supplier onboarding.
Specific responsibilities include interfacing and corresponding with suppliers (including on the phone), develop sourcing/evaluation strategies; supplier identification; source selection; prepare/issue RFPs with appropriate customer flow downs and terms & conditions; proposal evaluation; conduct negotiations to meet contract/program targets/schedule, terms & conditions/payment terms for materials & services; administering resultant compliant purchase orders; ensure compliance with FAR/DFARS regulations and strict adherence to company Purchasing policies & procedures, especially cyber security requirements; validate pricing; and maintain proper Subcontract files with compliant documentation.
Additionally, the individual will be required to support growth and mentorship of peers on the team, as a Senior Co-Worker, who will review Purchase Orders as well as have enthusiasm and interest in supporting stretch assignments and other growth opportunities to support the team.
Roles and responsibilities of the position include:
Partner with GSC Planners and Program to collaborate on creative sourcing approaches and issue compliant RFPs in response to quick high dollar proposals from various Program @types (Indirect, IRAD, Commercial, and USG)
Working with Non-Traditional Defense Contractors (NTDC)
Execute high dollar subcontracts for various PO @types (Milestones, Service, etc.)
When needed, lead negotiations on Terms & Conditions, NDAs, Overriding Agreements, Research Agreements, etc.
Ability to analyze and evaluate single/sole-source and competitive bids, negotiate pricing/schedule and/or terms and conditions, while working closely with the Program and Planning teams.- Work collaboratively with support functions, such as Legal, Contracts, Quality, etc. to work through negotiations in a timely manner- Successful candidate will be able to work quickly while balancing multiple priorities while applying creative approaches to meet Program schedule while forming a network within NGC and within our supply base. Additionally, the successful candidate:
Must have experience working in SAP to issue quick-turn procurements for varying contract @types (ex. USG, OTA, IRAD, Indirect) and at varying dollar value thresholds.
Must possess strong communication and writing skills, as well as the ability to form strong, collaborative relationships with a network of colleagues and complex subcontractors including universities.
Must be US citizen
Must possess strong leadership and mentoring capabilities for successful completion of Peer Reviews / Sr. Co-Worker Reviews.
Basic Qualifications for Sr Principal Supply Chain Subcontract Specialist:
Bachelor's degree and a minimum 8 years relevant Supply Chain Operations or Business Management experience; will also consider a Master's degree and minimum of 6 years of relevant experience
Experience working competitive and non-competitive US-government procurements/subcontracts, including experience with awards over $750,000.00
Experience negotiating Terms & Conditions, NDAs, Overriding Agreements, or LTSAs.
Preferred Qualifications:
Experience managing international subcontracts in excess of $5 million.
Experience working with Non-Traditional Defense Contractors
Experience with SAP
Experience with special payment provisions (Milestones / Performance based payments)
Experience with U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS) is required, especially FAR 52.204-21, DFARS 252.204-7012, and DFARS 252.225-7009
Experience with International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR)
Experienced in producing compliant procurement packages, as well as accountability for compliant packages reviewed and released as a Sr. Co-Worker
Supplier management experience, including the onboarding of new suppliers in the Ariba SLP system

Salary Range: $108,400.00 - $162,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
