Position Summary:

Under the direction of the Superintendent, the Assistant Superintendent shall be responsible for all operational aspects of the Juvenile Detention Facility to include, but not limited to, managing and overseeing multi-tiered workforce (managers, shift supervisors, officers, and clerical support), facility budget, programs, purchasing, service contracts, education, and volunteer services. Assist the facility Superintendent in planning, organizing, coordinating, and monitoring the implementation of specialized treatment and rehabilitative programs, which includes, establishing goals and objectives and developing standards for achieving established goals and objectives. Assist in developing and overseeing guidelines to administer and enforce policies, procedures, rules, and regulations. May interact with juvenile judges, attorneys, internal departments, and other state, county and/or local agencies and service providers. The Assistant Superintendent may act on behalf of the Superintendent during their absence. Ensures compliance with all applicable Federal, State and local laws and programs (e.g., American Correctional Association Standards (ACA), Prison Rape Elimination Act (PREA), Department of Youth Services Standards (DYS) and The Juvenile Detention Alternative Initiatives (JDAI).

Essential Functions and Responsibilities:

Responsible for overseeing the entire day-to-day operations of the Juvenile Detention Facility (Unit Life, Security, Receiving and Release) and to ensure operations are consistent with objectives and priorities set by superintendent.

Responsible for directing and managing the facilities operational and administrative services to include but not limited to, budgeting (purchasing, inventory replacement, program funding, statements of work, contracts, etc.) discipline, committees, facility maintenance, programs services, and education. All final changes must be approved by the facility superintendent.

Responsible for managing and overseeing facilities medical services to include but not limited to, tracking and monitoring all medical services being provided to youth.

Oversees and manages the multi-tiered workforce (managers, shift supervisors, officers, and clerical support). Responsible for performance reviews for managers (unit life, security, and receiving/release).

Assist the superintendent in the development of internal operating procedures and functional staff needs to accomplish objectives. Ensure the implementation of internal operating procedures and objectives. Update Superintendent of results obtained.

Recommends and implements changes and/or creation in the facility's policies and procedures.

Assures compliance with local, state, and federal laws relating to administrative services, functions, facilities projects, financial audits, and related activities within the Juvenile Detention Facility.

Ensure accountability for results and high standards of performance in all assigned areas of responsibility.

Provide direct support to the superintendent in any area designated and provide direct, and timely updates and communication on any matters that could come before the superintendent.

Directs administrative and supervisory personnel in the selection, evaluation, and discipline of all facility employees. Collaborates with Human Resources on sensitive staff issues.

Performs other duties as assigned by the superintendent.

Minimum Requirements:

BA/BS Degree in Criminal Justice or related field OR equivalent experience, master's degree preferred.

Minimum of five years' supervisory experience a multi-tiered operation or correctional system, preferably juvenile.
