POSITION SUMMARY:

Responsible for the administrative/fiscal unit of the Area Agency on Aging, planning, contract management, information technology, building operations, and legal services.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Reviews all programs and contracts for compliance as required by PA Department of Aging and in accordance with federal, state and county policy and procedures.

Responsible for facilitating preparation and submission of federal, state, and county financial and program reporting in a timely fashion and in accordance with all requirements.

Responsible for oversight of Request for Proposals and contracts in accordance with state and county policies.

Assists Director in preparation of AAA State Plan and budget in accordance with state directives and regulations with program information from staff, input from the public, approval by Advisory Council and resolution of County Commissioners.

Maintains Agency files of all contracts and state regulations.

Responsible for oversight and approval of budget adjustments, purchase orders and invoices.

Assist the Director in the development and implementation of agency policies and procedures.

Oversee the development of agency contracts with senior centers, legal services, transportation, and nutrition providers. Reviews programs and contracts for compliance as required by the PA Department of Aging/County and in conjunction with federal, state and county policies and procedures.

Directly supervises department staff including Fiscal Operations Officer, Fiscal Technicians, Information and Data Specialist, and Aging Supervisor (Contract Manager). Reviews all personnel action of unit staff and interviews for vacant positions with recommendations to Director. Evaluates performance of all above.

Responsible for providing fiscal and dashboard reporting to Advisory Council and attending Advisory Council meetings.

Responsible for preparation and implementation of Agency Affirmative Action Plan and Emergency Plan.

Serves as Agency representative for Human Service Division HIPAA and IT meetings.

Attends county and state meetings, speaks to groups, and interprets Agency programs to the community as directed by the Director.

Serves as Acting Director in his/her absence.

Other duties may be assigned.

QUALIFICATIONS REQUIRED:

Five years' professional experience in human services programs in an administrative capacity, including three years of supervisory experience, and a bachelor's degree in areas related to fiscal management.

Knowledge of basic principles and objectives of social service programs.

Knowledge of principles of public administration.

Experience in the provision of fiscal and programmatic principles and practices.

Knowledge of and experience in IT practices.

Experience in facility management preferred.

Ability to plan, organize and direct the work of others.

Ability to gather and analyze information and apply sound judgment in arriving at appropriate conclusions.

Ability to establish and maintain effective working relationships with associates, public officials, administrators and the general public.

Ability to express ideas orally and in writing.
