ASRC Federal is seeking a Strategic Operations and Governance Manager to join our team. Our program supports the DHA's mission to deploy industry-leading solutions by providing a full range of business, operational, and technical work streams for the Program Executive Office and the associated Program Management Offices. This role will support the Digital Transformation Lead in driving forward transformation initiatives across federal healthcare technology platforms. This role serves as a key operational and strategic partner, responsible for coordinating across programs, ensuring the quality and delivery of executive communications, and overseeing governance forums such as the Quarterly Planning Review (QPR) and Government Board of Directors (GBOD).
This position works onsite 2 - 3 days a week in Rosslyn, VA.
Responsibilities :
The Manager will play a critical role in enabling leadership effectiveness by managing high-visibility deliverables from end to end - including preparing inputs for briefings, overseeing meeting logistics, and conducting final quality control on executive materials. The ideal candidate will bring extensive program management experience, fluency in technical and software-centric environments, and prior experience supporting acquisition-focused organizations.
This individual will collaborate cross-functionally across the DHMS organization and may oversee a small cross-functional team to track progress and execute deliverables across multiple priorities. Success in this role requires strong communication skills, attention to detail, and the ability to synthesize and present complex information clearly and concisely for senior leadership (e.g., through PowerPoint presentations).
Provide executive operations support for Product-Platform Services leadership
Coordinate scheduling for cross-program governance meetings
Ensure timely preparation and setup of meeting environments (both physical and virtual), including AV/tech checks and room readiness
Maintain and execute SOPs for governance forum workflows
Track and consolidate inputs for governance forum agenda topics from stakeholders across the DHMS organization
Take clear, structured notes during governance and leadership meetings to capture key decisions, action items, and ownership
Maintain a centralized log of follow-ups, deadlines, and responsible parties to ensure timely resolution of outstanding items
Ensure meeting summaries and decision logs are distributed in a timely manner
Own final deliverables and communication artifacts
Draft communications and presentations for senior leadership (e.g., emails, slide decks, talking points)

Prepare and distribute pre-reads and meeting packets; ensure alignment and completeness of all content prior to delivery
Serve as a liaison to executive stakeholders, including coordination with organization leaders such as the Program Executive Officer for DHMS (PEO) for final material delivery
Enable change management and cross-functional transformation
Support ongoing transformation efforts with strong communications that clarify technical or procedural changes
Collaborate with Product Platform Services leadership and the BCG team to align content, messaging, and cadence with strategic objectives
Provide cross-functional coordination across technical, program, and operational teams to ensure smooth implementation of change initiatives
Requirements:
10 - 15 years' experience in technical program management or leadership operations
Demonstrated fluency in software/IT and product terminology and workflows
Experience supporting acquisition-focused organizations or working within acquisition @contexts
High-level proficiency in Microsoft PowerPoint, Word, Outlook, and collaboration tools such as Teams or SharePoint
High attention to detail, particularly in managing executive-level deliverables under tight timelines
Prior military service preferred but not required
Secret clearance preferred but not required
Has a CAC (Common Access Card) preferred but not required
US Citizenship is required and ability to obtain DoD public trust
