Job Description
About the role:
In this Transportation and Customs Operations Management role, you will deliver a unique customer experience through the development of a self-driving, agile, compliant, and regionally unique distribution network, aligned with our commitment to the Patient, People, and Planet. You will serve as a subject matter expert (SME) in transportation, customs, and trade compliance, providing best practices and system expertise (LLP, SAP GTS, SAP LES, Self-filing) to manufacturing plants and supporting the Global Business Process Owner in these domains. Additionally, you will ensure the efficient and compliant transport of intermediates and finished goods between Takeda sites, contract manufacturing organizations (CMOs), third-party logistics providers (3PLs), and distributors. This includes managing import and export operations and end-to-end transportation activities to meet regulatory and business requirements. You will report to the Lead, US Transportation and Customs Operations.
How you will contribute:
Develop and implement local Customs & Trade Compliance (CTC) controls and procedures associated with the entry, classification, valuation, and country of origin of imported and exported manufacturing raw materials, finished drug products, intermediate drug substances, equipment, samples, and related recordkeeping practices according to Global CTC policy and operating procedures
Maintain shipment specific licenses/certificates for import/export from competent authority ie. FWS, USDA, and CDC
Ensure complete and accurate import and export declarations supporting customs brokers and establish a pre and post declaration check process
Drive KPIs, Trade data reporting, duty spend and duty savings, continuous improvement and drive efficiency throughout the import and export processes. Resolve Customs issues and holds with PGA in a timely manner to avoid delays
Track ISF filings for ocean shipments
Oversee customs brokers in the country: KPIs, budget including creating POs, reviewing invoices, develop broker SOPs, adherence to contract obligations, performance, reporting of export and import data as per Takeda requirements & POAs
Manage billing requests from customs brokers and ensure all ACH payments are allocated to correct cost-centers
Perform reconciliation filings on a yearly basis to ensure appropriate customs valuations inclusive of intercompany transfer pricing adjustments
Support plants on HS and ECCN classification and database and SAP/GTS CTC Master data creation, origin and preference determination, customs value and duty program utilization as per GCTC procedures
Identify risks and opportunities and report to Global Transportation Ops and GCTC team
Act as SPOC and support customs inspection + internal and audits
Secure Customs Certifications (AEO, CTPAT; IPR etc)
Maintain all responses for CTPAT in portal with up to date contacts and business information and make annual submission to Customs
Act as SME supporting BPO / GOP Global Transportation Standards & Guidelines definition and Training to deploy standardized & harmonized processes
Identify duty mitigation program(pharmaceutical appendix, duty drawback), analyze cost benefits and lead implementation
Support SAP GTS/LES system implementation, including Restricted Party Screening, Export Controls, and Classification management. Support deployment of LLP
Collaborate with other functions to get procedures implemented and ensure effectiveness in operations. Support training to local employees and identify, quantify, escalate, and mitigate compliance risks and gaps
Coordinate the transportation of goods, both domestically and internationally, ensuring delivery and adherence to shipping schedules
Help develop and implement logistics systems and strategies to improve operational efficiency, carbon footprint and reduce costs, partnering with DD&T, GSCSS, IT teams in gathering requirements, facilitating testing, rolling out new functionalities and handling post-implementation audit and process improvement
Manage Deviations or Cases and conduct comprehensive investigations in collaboration with QA GDP and GCTC to define CAPAs for commercial and non-commercial shipments
Participate in QBR and Performance management of LSPs/Brokers/LLP
Minimum Requirements/Qualifications:
5+ years specifically in Trade Compliance roles (pharmaceutical experience highly preferred)
Regulatory knowledge of country specific CTC regulations required
Experience writing comprehensive, well-constructed Standard Operating Procedures in English
Experience with Transportation and CTC Systems (SAP LES, GTS..)
Experience with end-to-end Supply Chain processes & functions
Experience with GDP requirements (GDP: Good Distribution Practices) and Cold Chain + Controlled substances requirements

U.S. Base Salary Range:
$111,800.00 - $175,670.00
