Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Office of Judge Advocate General (CG-094), Office of Military Justice (CG-LMJ), Washington, DC. Responsibilities You will serve as Deputy, Office Chief and responsible for the practice areas to include criminal justice matters incident to the operation of the Coast Guard (CG), supporting: (1) CG practitioners by providing training, advice and consultation as well as perform oversight; (2) CG practitioners by providing oversight on Victim Witness Assistance Program (VWAP) program requirements and execution; (3) the management of Military Justice case information requirements; (4) the representation of the United States in all military justice appellate litigation before the CG Court of Criminal Appeals, the U.S. Court of Appeals for the Armed Forces, and the Supreme Court of the United States; and (5) the development of policy for the fair and efficient administration of military justice within the CG. Typical work assignments include: Supports and enhances the proficiency of the CG prosecution bar, providing experienced reach-back and technical expertise and a full range of advice to Staff Judge Advocate offices and the Office of the Chief Prosecutor and is a resource for the field for any questions related to the Uniform Code of Military Justice, Manual for Courts-Martial, the Military Justice Manual, and any other military justice guidance. Leads, trains, and mentors appellate counsel in all aspects of appellate advocacy. Supervises, assigns, details, reviews, edits, improves, and tracks the appellate litigation of all military appellate government counsel assigned to the office. Ensures that the legal positions, interpretations, and opinions provided to the Government in appellate cases are responsive, and comprehensive; ensures that well-developed and cogent pleadings are filed with the Appellate Courts and with other government entities. Serves as a highly experienced, senior legal consultant advising the Judge Advocate General with timely, thorough and competent legal advice and guidance on critical military justice issues important to the service. Issues, in consultation with the Office Chief, authoritative and comprehensive guidance on the military justice matters directly impacting good order and discipline and mission accomplishment across the CG. Supervises the daily operation of the Office and managing the performance of work; performs human resource management functions relative to the staff supervised; establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Qualifications Qualifications: All Candidates must possess a J.D. or LL.B degree from an accredited law school; AND Must be a member in good standing of the appropriate licensing authority of any state, territory of the United States, Commonwealth of Puerto Rico or District of Columbia bar. AND To qualify for the GS-15 level position, must: have successfully completed at least one full year of professional legal experience as a practicing attorney equivalent to the GS-14 level in the Federal service, as reflected in the nature and complexity of case work and legal issues for which responsible, the level of responsibility exercised, and the degree to which such experience equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of this position. Examples of specialized experience include: Managing and analyzing complex legal issues and questions Leading or managing a legal workgroup or team Conducting written and oral legal briefings Directing and executing plans, trainings, programs, policies, or projects in a professional or legal environment; AND Conducting research and analyzing cases for legal sufficiency.
