Mission:The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.
General Description:Performs complex (journey-level) legal research and analysis work. Work involves examining and preparing legal documents, conducting research, drafting legal memoranda and basic pleadings, providing assistance to attorneys, and evaluating documents for making recommendations to attorneys. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Job Duties: Conducts legal research and drafts legal memoranda. Prepares and edits legal documents and correspondence. Reviews and analyzes legal documents, records, and pleadings. Ensures timely filings of legal documents. Assist attorneys in preparing for and participating in administrative hearings. Assists attorneys in providing legal advice, counsel, and assistance to clients. May draft administrative rules for the Texas Register. Performs related work as assigned.
Qualifications:
Minimum Qualifications:Education and Experience: Must be enrolled in an accredited law school to obtain a LLB or JD degree.
Preferred Qualifications: Knowledge of laws, regulations, and rules applicable to entities regulated by the Department of Banking. Knowledge of and experience in business and commercial law. Experience in administrative and civil litigation. Knowledge of the Texas Administrative Procedure Act and the Texas Public Information Act. Experience in drafting regulations.
Knowledge, Skills, and Abilities: Knowledge of legal principles, practices, and proceedings. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Ability to prepare legal documents; to interpret and apply laws, rules, and regulations; to conduct research; to summarize findings; and to communicate effectively. Ability to prioritize workloads and use judgment to identify courses of action. Excellent communication skills, both oral and written. Skill in legal research and analysis. Competency in the use of computers. Ability to maintain effective working relationships with supervisors, co-workers, team members, regulated entities, and the public. Ability to exercise initiative and independent judgment.

It requires the stamina to maintain attention to detail despite interruptions.
