Our Global Supplier Strategy & Development team at Raytheon offers an excellent opportunity to join a growth-oriented group supporting international captures, programs, and offsets/industrial participation initiatives.
As the International Supply Chain Strategy Lead - MENA (Middle East and North Africa) for Offsets, Localization, and Global Industrialization projects, the ideal candidate will possess a well-rounded background that combines a strategic mindset with a bias for action and an interest in international business. A key aspect of this role will have you leading and supporting different stages of supplier identification, selection, and relationship management, along with international supply chain strategy development, project allocations by country/region, localization/Industrial Participation Plans, and project valuations.
You will leverage your experience to 1) proactively develop and implement international supply chain country and supplier strategies; and 2) drive establishment of international Raytheon-ready suppliers for international captures, programs, offsets, localization, and second sourcing (supplier resiliency) projects. You will define and provide key inputs, such as supplier and sourcing strategy recommendations for international captures, programs, Global Industrialization, Offsets, Global Requirements & Capabilities (GR&C) teams, primarily in the MENA (Middle East and North Africa) region.
What You Will Do:
Develop and implement supply chain country strategies for assigned countries; ensure key stakeholders' alignment and buy-in
Work closely with Program/Capture teams and functions (Supply Chain, Global Trade, Operations, Quality, Engineering, Offsets, Contracts, others) to support the development of offsets, localization, and industrial participation projects aligned with overarching international supply chain and country strategies
Ensure supplier onboarding readiness for strategic international suppliers (i.e. GMRE, NDAs, ESDM, RECON due diligence, RESA 1-3, UCC approvals, etc.)
Plan and participate in supplier assessments for new international suppliers
Responsible for maintaining an international supplier database for MENA region, ensuring data integrity and accuracy
Generate regular and ad-hoc reports, identify opportunities to create dashboards or automation to track progress/performance
Regular engagements with GR&C, Offsets, PMOs, International Operations, and Global Industrialization teams to understand upcoming international captures, and offset needs
Responsible for supporting applicable Gate Reviews
Collaborate with internal and external stakeholders (including suppliers) to support the development and execution of capture strategies for international pursuits and offset projects
Engage in strategic assessment of proposed business solutions, including partner selection, project evaluation and development, and financial valuations
International and domestic travel as needed (up to 25%)
Qualifications You Must Have:
Bachelor's degree plus a minimum 10 years' experience in Supply Chain (Material Program Manager, Supplier Performance Manager, Subcontracts/Procurement), Project or Program Management, Operations/Manufacturing, Engineering, or similar role; OR an Advanced Degree in a related field and minimum 7 years' experience in Supply Chain, Project or Program Management, Operations/Manufacturing, Engineering, or similar role

Qualifications We Prefer:
Supplier management, manufacturing, engineering, or program experience, especially in international settings
Experience working with and leading cross-functional or Integrated Product Teams (IPTs)
Experience working on a geographically dispersed team
Experience/Knowledge of Federal Acquisition Regulations (FAR/DFARS), International Traffic in Arms Regulations (ITAR) and USG export/import requirements
Demonstrated project and change management experience, especially driving initiatives from early inception through execution and closure
Experience with Statements of Work (SOW) and MRP/ERP systems such as SAP (PRISM)
Practical experience with offsets/localization/industrial participation and proposal management experience are a plus
Program Management, Supply Chain (MPM, SPM, SCM) or other related industry certifications (PMP, CPSM, CSCP, etc.)
Position can be based in Boston area (Andover, MA, Tewksbury MA, Woburn, MA), Tucson, AZ, Dallas, TX, Denver, CO, or close to another major Raytheon site. Tewksbury, MA is preferred.

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
