GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is now seeking a full-time Construction and Field Survey Technician based in Basin, Wyoming. This is an excellent opportunity to build a rewarding career while living in one of Wyoming's most scenic and welcoming communities.

Under limited supervision, the Construction and Field Survey Technician will perform a variety of duties, including conducting surveys and inspections for preliminary designs and construction projects, as well as performing material testing. This position plays a critical role in supporting WYDOT's mission to provide a safe, high-quality, and efficient transportation system for the State of Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Inspects construction projects.
Prepare, review, maintain, and file construction project records, estimates, and reports.
Perform topographic surveys.
Conducts aggregate gradation testing, density testing for earthwork and surfacing, and concrete testing.
Performs survey tasks such as driving stakes, hubs, hold tapes, hold the rod, and instrument operation.
Performs minor surveying computations such as slopes, areas, volumes, cuts, fills, etc.
Inspects pipe backfill and fill construction.
Inspects paving operations to ensure compliance with plans and specifications.
Performs minor engineering computations such as areas, volumes, material spread rates, etc.
Tests, samples, and reports of materials proposed to be used in construction projects.
Reviews and learns test methods, manuals, and procedures.
Performs basic engineering calculations.
Performs testing and sampling on bridges and roadways for analysis.
Provides the office and clerical support to the Administrative program to ensure efficient operation of the office.
Greets and screens clients and answers phones to determine the needs of clients.
Accurately maintains files and records; inputs data into databases.
Provides customer service to customers, clients, and staff, acts as a resource, and explains rules and procedures to co-workers, customers, and/or clients.
Reviews and learns traffic control methods, manuals, and procedures.
Sets up, maintains, and removes a safe traffic control plan under live traffic conditions.
Maintains traffic control devices in the field; performs traffic control duties.
Assist in the investigation of existing roadways for forensic study.
Assists in gathering samples, providing a safe working zone, flagging, etc.
Ensures that proper equipment and supplies are loaded and in good working condition.
Performs more complex lab tests of samples and documents results for QA/QC purposes.
Serves as a technical resource for other employees; attends and completes all designated training sessions to maintain required certifications. Performs inspections.
Communicates both internally and externally regarding project information and courses of action/consequences on smaller projects.
Oversee smaller projects and/or components of larger projects.
Assists in permitting processes to obtain water, gravel, plant site, and surveying agreements and aids in the renewal and file maintenance of these agreements.
Assists in preparing scoping statements and engineers' recommendations for construction projects
Assists in reviewing plans, estimates, and summaries during the design of construction projects
Assists in conducting various traffic studies in accordance with MUTCD and WYDOT standards. Studies include speed studies, intersection turning movement studies, school and pedestrian studies, etc.
Assist in the administration of highway access and special event permits.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
This is an entry-level position; the department will provide the candidate with proper training to perform all assigned duties for the position.
**Must have the ability to obtain a Valid Driver's License
**Must have the ability to obtain QC/QA Certification in Soils & Aggregate, Asphalt, and Concrete
**Must have the ability to obtain American Association of State Highway and Transportation Officials (AASHTO) Certification
KNOWLEDGE:
Knowledge of materials testing, surveying methods, and equipment operation.
Knowledge of construction inspection, which includes the interpretation of plans and specifications.
Knowledge of documentation of project records.
Knowledge of communication with supervisors and contractors.
Knowledge of working towards a leadership role.
Knowledge of working outdoors and a variety of weather conditions.
Knowledge of material testing and ability to perform complicated computer calculations.
Knowledge of survey methods & ability to apply, such as uploading & downloading of survey files.
Knowledge of computers and calculators.
Knowledge of organizing and prioritizing.
Knowledge of surveying.
Knowledge of contract time, administration & contract changes.
Knowledge of engineering computations/formulas and math skills.
Knowledge of core drilling equipment, pneumatic & electric jackhammers, and hand tools.
MINIMUM QUALIFICATIONS:
Education:
Associate's Degree
Experience:
0-1 year of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Construction and Field Survey Assistant
OR
Education & Experience Substitution:
2-4 years of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Construction and Field Survey Assistant

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Potentially exposed to hazardous waste and biological waste.
Working around high-speed traffic and heavy construction equipment.
Work outdoors in various inclement weather conditions, including heat, cold, snow, and wet.
Physical Ability: Bending, stooping, and lifting to fifty pounds; safely lifting and moving necessary materials from one point to another; ability to stand for long periods of time.
Must be available 24 hours per day, 7 days per week, 365 days per year.

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
