GENERAL DESCRIPTION:
Assist the Resident Engineer in the performance of advanced engineering tasks in Thermopolis, WY. Plan, direct, and supervise the activities of assigned engineers and technicians. Develops engineering project plan specifications and computes construction cost estimates; performs complex highway, bridge, or other structure design work; reviews, refines, and approves project design work and ensures compliance with federal, state, and local government codes and regulations.

Performs Contract Administration duties.
Conducts a comprehensive verification of design plans and associated documents and submits engineering change proposals when required.
Supervises, advises, and schedules crew members.
Surveys, tests, inspects, and ensures safety and documentation associated with construction projects.
Ensures all construction-related activities are done in a timely manner.
Conducts or arranges for crew training in computer software, survey procedures, safety and construction procedures, and practices.
Establishes preliminary project cost estimates by reviewing the project scope and estimating quantities.
Makes engineering recommendations after the project scope is determined and continually reviews and comments on plans as they develop.
Checks documentation and quantities of work for contractor's payment.
Coordinated WYDOT projects with other states, federal, city, county entities, utility companies, and private landowners.
Communicates with other WYDOT programs to gather supplemental information to ensure schedules are met.
Directs positive public relations with people directly concerned with construction projects, including contractors, suppliers, landowners, businesses, and the traveling public.
Partners with contractors at all phases of a project to ensure that construction projects are completed on time, on budget, at an acceptable quality level, and in a safe manner.
Ensures WYDOT standards are being met.
Prepares daily and weekly reports.
Reviews proposed plans, reports, and data for details, accuracy, completeness, and changes as required.
Analyzes designs and field verifies that the design matches existing conditions.
Calculates project quantities including land area, earth movement, bill of materials, cost estimates, and verifies cost reports.
Prepares horizontal and vertical alignment calculations from preliminary survey data.
Resolves geometric and trigonometric problems encountered.
Annotates aerial photographs, takes measurements, field verifies utilizing survey level, and makes calculations from photographs.
Prepares preliminary designs and makes recommendations for construction projects; develops detailed plans.
Oversees moderate to major construction projects by documenting pay quantities, directing subordinates' work schedules, and working with contractors for quality control.
Ensures that materials sampling and testing are performed properly; audits material summaries for QA/QC purposes.
Responsible for all field survey work.
Trains subordinate personnel in proper procedures and methods of inspection, surveying, and documentation.
Communicates both internally and externally regarding project information and courses of action/consequences on larger projects.
Qualifications
PREFERENCES:
Preference may be given to applicants with experience in construction & field surveying.
KNOWLEDGE:
Knowledge of methods and techniques of surveying and engineering drawing calculations.
Knowledge of concepts, principles, and practices of highway engineering and roadway planning, construction, and design.
Knowledge of computer software used in the design and calculation of project information.
Knowledge in the operation of Trimble Geodometer and GPS equipment.
Skills in surveying, material testing, documentation, computer, and calculator operation.
Skills in critical thinking and complex problem-solving.
Skills in judgment and decision-making.
Skills in material testing, including soils and aggregate, concrete, and asphalt.
Ability to interpret plans, specifications, and project documentation and ensure contractors adhere to appropriate documentation throughout projects.
Knowledge of WYDOT policies and procedures and engineering principles related to highway design and construction.
Knowledge of Standard Plans and the application of them on a site-specific basis. Knowledge of Geopak and Microstation.

PHYSICAL WORKING CONDITIONS:
Ability to work in all weather conditions and terrain.
Ability to lift at least 50 pounds.
Ability to work in close proximity to heavy equipment.
