Housing Authority of the City of East St. Louis Job Description

POSITION TITLE: Accounting Manager DEPARTMENT: Finance Department REPORTS TO: Director of Finance SALARY: \$60,180 \$63,845 (Exempt) Position Overview: The Accounting Manager is responsible for leading and coordinating all accounting functions while ensuring compliance with HUD regulations and other financial reporting standards. This position oversees the preparation of budgets, financial reports, audits, and daily financial operations for all programs, including Public Housing, CFP, ROSS, Development, and other agency initiatives. The Accounting Manager maintains financial integrity, supports strategic planning, and supervises accounting staff. Essential Job Functions:

Prepare and monitor the annual Operating Fund budget and revisions for Public Housing and other agency programs as required.
Supervise and support day-to-day accounting operations, including payroll, accounts payable, accounts receivable, general ledger, and bank reconciliation functions.
Manage monthly and year-end close processes, including journal entries, general ledger account reconciliations, and preparation of financial statements and entry purposes.
Submit quarterly and year-end HUD reports, including the REAC Financial Data Schedule (FDS), and ensure compliance with deadlines and federal regulations.
Oversee the reconciliation and drawdowns of LOCCS/eLOCCS and ensure alignment with the general ledger.
Perform asset tracking and monitoring using current financial software.

Analyze and reconcile subsidiary ledgers, resolve discrepancies, and ensure accurate financial reporting.
Maintain and update the chart of accounts; ensure consistency with HUD and agency standards.
Coordinate and facilitate year-end audits; serve as liaison with external auditors and prepare responses to audit findings.
Prepare and submit the Management Discussion and Analysis (MD&A) and PHAS financial documentation, including FASS scoring.
Provide financial reports and budget performance updates to executive leadership and program managers.
Monitor and support the agencys financial performance across all HUD-funded programs and ensure effective use of funds.
Ensure compliance with GAAP, HUD financial management requirements, and OMB Uniform Guidance (2 CFR Part 200).
Train, supervise, and evaluate accounting staff; ensure departmental goals and deadlines are met.
Perform other related duties as assigned. Performance Standards:

Monthly and year-end closing processes are completed accurately and on schedule.

All HUD reporting requirements are met with 100% compliance.

Quarterly and annual audits receive favorable outcomes with minimal findings.

Accurate tracking and reconciliation of financial activity across all funds and programs.

Budget preparation and monitoring meet internal and HUD guidelines.

Effective supervision and development of accounting staff; performance evaluations completed annually.

Accurate and timely financial reporting supports executive decision-making and agency accountability.

Required Skills and Qualifications:

Bachelors degree in Accounting, Finance, or a related field; CPA or Masters degree preferred.

Minimum of five (5) years of progressive accounting experience, with at least two (2) years in a supervisory role.

Strong knowledge of HUD programs, including Public Housing and Section 8, and experience with related financial reporting.

Proficiency in accounting software, Microsoft Office Suite (Excel, Word, Outlook), and HUD systems (LOCCS/ELOCCS, REAC).

Knowledge of GAAP, HUD regulations, and 2 CFR Part 200 (Uniform Guidance).

Strong analytical, organizational, and leadership skills.

Excellent written and verbal communication skills.

Ability to manage multiple priorities and meet deadlines.

High level of integrity, confidentiality, and professionalism. Other Requirements:
