About The Division
Statewide Procurement Division connects vendors with state purchasers and contract opportunities, and help state and local government entities procure non-IT goods and services through easily accessible contracts that meet their needs.
General description
The Comptrollers office is seeking a Contract Developer in the Statewide Procurement Division.
Contract Developer (Contract Specialist III/IV) performs senior-level contract development work. Work involves developing a broad range of contracts which entails planning, organizing, coordinating, researching specifications/scope of services, preparing and managing the solicitation, evaluation, negotiation and award processes for large-scope or high-dollar Term Contracts and non-delegated procurements for state agencies.
Contract Developer (Contract Specialist V) performs senior- level complex contract development work. Work involves developing broad range of large-scope or high-dollar term contracts and non-delegated procurements for state agencies. Work entails: planning, organizing, coordinating, researching specifications/scope of services, preparing and managing the solicitation, evaluation, negotiation and award processes.

Work Hours
Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications: Minimum Qualifications
Contract Specialist III
60 semester hours or graduation from an accredited college or university with an Associates degree.
Quantifiable years (or combination of) an internship and/or work experience with general business practices, planning and implementation, completing processes, and/or conducting and analyzing research.
Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.
Contract Specialist IV
60 semester hours or graduation from an accredited college or university with an Associates degree.
Quantifiable years of experience with general business practices, planning and implementation, completing processes, having knowledge of applicable laws for local, state, or federal rules, regulations and policies regarding contract development and/or contract management, purchasing, supply chain management, contract monitoring, or project management.
Experience in research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.
Contract Specialist V
Graduation from an accredited college or university with a bachelors degree.
Quantifiable years of experience with planning, developing, drafting, or managing complex contract instruments and application of contracts in a public sector or corporate environment.
Experience with applicable laws for local, state, or federal rules, regulations and policies regarding contract development, purchasing, management, supply chain management, or contract monitoring.
Experience with research techniques and analytical skills to include collecting, validating the accuracy, examining, and interpreting data.
Intermediate Excel experience, e.g. navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing datasets using formulas and calculations, etc.
Preferred QualificationsContract Specialist III
Graduation from an accredited college or university with a bachelors degree.
Experience with planning, developing, coordinating, administering, or managing projects.
Having knowledge of applicable laws for local, state, or federal rules, regulations and policies regarding contract development, and/or management, purchasing, supply chain management, contract monitoring, or project management.
Experience in using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, or familiarity with the Texas SmartBuy purchasing system.
Contract Specialist IV
Graduation from an accredited college or university with a bachelors degree.
Quantifiable years of experience in planning, developing, drafting, or managing complex contract instruments and application of contracts in a public sector or corporate environment.
Experience with planning, developing, executing solicitations, awarding contracts, or managing contracts per the guidelines and procedures published in the Texas Procurement and Contract Management Guide.
Experience using statewide Term Contracts, TXMAS contracts, Open Market processes, the CMBL, or familiarity with the Texas SmartBuy purchasing system.
