JOB FUNCTION:
Processes and performs engineering and engineering make ready reviews in support of PIE 3rd party and joint pole owner attachment requests across the Hawaiian Electric Companies (HECO, MECO and HELCO) on transmission, distribution and light pole infrastructure (MECO Only). Reviews and manages 3rd party attachment applications, drawings, and administers processing standards to be applied consistently across all three companies. Position is based at Hawaiian Electric in Honolulu, but travel to Maui Electric and Hawaii Electric Light required as needed.
ESSENTIAL FUNCTIONS:
Performs site engineering design walks, site audits for double pole remediation, review of 3rd Party attachment applications with respect to engineering drawings, pole loading analysis, site audits, and post construction and double pole remediation reviews of make ready work to ensure compliance with required standards, specifications, drawings, schedules, and safety standards. Meets, discusses, coordinates and negotiates with internal and external parties to maintain/expedite progress on PIE 3rd Party Attachment projects and double pole remediation. Prepares and/or assists in the technical engineering preparation of standards/guidelines, requests for qualifications and proposals to meet project needs (contract engineers, etc.), as well as creates estimates and work packages for make-ready work. Updates databases with design walk, PAR, site audit and post-construction site information.
Manages internal and external engineering administrative activities to optimize the reliability and efficiency of the PIE engineering review and make-ready engineering processes on all 3rd Party pole/tower applications and the equipment transfer and removal of poles for the HT double pole removal program. Performs and manages outside consulting engineers in the performance of pre and post construction inspections, and coordinates with internal departments and external stakeholders on pole replacements, equipment transfers and ensures all administrative processes are followed and all data records updated. Plans, organizes, coordinates, oversees, and performs project management with respect to outside consultants on design engineering, post construction corrections, and double pole remediation in field and in office for 3rd Party attachments. Maintains project daily records and prepares incident and other project reports to maximize overall performance of the work group.
Plans, schedules and conducts meetings to encourage/foster lines of communications between various levels of the workforce and to maintain, increase and/or improve workforce knowledge and skills.
Provides technical knowledge, expertise and guidance relative to wireline and wireless attachment design and standards, pole make ready work, and streamlining PIE engineering review processes. Provides technical and professional advice to Applicants, PIE team, and other work groups across the Companies for engineering design and make-ready work.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
Working knowledge of the principles and practices of engineering design, project engineering, project management, standards development, construction methods and work practices associated with electric utility facilities and systems normally acquired through work experience.
Working knowledge of federal, state and local laws, regulations and procedures as related to specific division and/or department activities.
Working knowledge of distribution poles as relates to pole space allocations, attachments, standards, and pole loading calculations.
Working knowledge of GO6 and NESC 2002 and similar Codes or the ability to learn such.
Working knowledge of the 3rd Party attachment process, engineering data required to review and process an application, and engineering and inspection standards required to work through the attachment process.
Working knowledge of personal computers and/or mainframe systems and related software applications (i.e., spreadsheets, word processing, database management, etc.)
Knowledge of Company policies, department policies and practices or the ability to learn such.
Skills Requirements
Demonstrated written, oral, listening, and interpersonal skills, in order to work effectively with all levels of the company and with outside contractors, consultants, governmental agencies, community groups and customers.
Strong analytical, organizational and conceptual skills to simultaneously manage a variety of projects, programs and assignments.
Supports two-way communications to ensure a focused well-informed workforce. Promotes teamwork and self-directed workforce to support company initiatives. Able to communicate and work remotely with MECO and HELCO engineers, 3rd Party Attachment supervisors and aides and other divisions within Energy Delivery as needed.
Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
Demonstrated interpersonal skills to handle confrontational, difficult and/or sensitive issues. Ability to handle such issues with professionalism while using tact, courtesy and discretion.
Must have or be able to qualify for a State of Hawaii driver's license. Must meet the standards for required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
Must have flexibility to travel to MECO and HELCO as workflows dictate.
Must be able to perform field work for extended hours throughout the day on a daily basis as required.
Experience Requirements
Multiple (5-7 years) relevant professional engineering or design experience; or
B.S. in Engineering or relevant discipline from an accredited engineering program (technical certification) with several (3-5 years) of experience in utility engineering design, inspection standards for 3rd-party attachments on utility owned poles and towers, site auditing or similar @type work.
A few (1-3 years) experience in project management is desirable.
