Project Overview:
Bechtel is designing, constructing, and commissioning the world's largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste (LAW) Vitrification, High-Level Waste (HLW) Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.
The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm (day shift) or 5:30pm to 4:00am (night shift). Extended work weeks and/or extended hours may be required or authorized to support the construction schedule.
Job Summary:
The HLW Electrical Field Engineer is responsible for activities relating to construction engineering within the electrical discipline. Duties include interpreting electrical design drawings and specifications, cable installations and terminations, field verification of materials, and technical direction to field electrical personnel as required. This position will be responsible for a variety of construction tasks utilizing nuclear and industrial codes and standards related to raceway/cable tray, cable, electrical equipment installations. This position is not considered the design authority for the project, but only to enforce electrical construction per design. This position requires good planning and organizational skills, ability to perform detailed inspections, and the ability to produce accurate, clear, and concise documentation. #LI-CL1
Major Responsibilities:
Coordinate with engineering on constructability and design issues relating to the electrical discipline such as installation and testing of electrical systems, lighting systems, high voltage equipment, grounding, lightning protection, and fire detection systems.
Develop work plans, coordinate material take-offs and requisitions, perform and document inspections, report progress, and resolve conflicts in design and construction related to the installation and testing of electrical commodities.
Establish an electrical design/field engineering working relationship and lines of communication with the Engineer of Record, including agreement on electrical engineering deliverables and overall construction application configuration management.
Responsible for quantity take-off, control, tracking, reporting, and forecasting for electrical discipline.
Coordinate with the Procurement Organization for field procured materials, material substitution, services and equipment including panels, motors, and switchgear.
Review material receiving reports and warehousing to assure delivery of correct electrical materials.
Coordinate and monitor the interfaces for electrical data exchange to support the construction automation plan and the project controls program requirements at the jobsite.
Support the electrical construction quality program.
Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.
Plan and recommend electrical procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications.
Work with resident engineering, startup engineering and operating personnel to coordinate electrical construction activities.
Coordinate subcontract activities to ensure electrical materials, equipment, and quality comply with design plans and specifications and interpret vendor design documents and installation manuals.
Implement controls over variables affecting electrical installation progress such as raceway, cable, terminations, and equipment.
Also ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and that other corporate programs are fully utilized.
Plan and prepare electrical work packages and LOTO's.
Perform other duties as required by Bechtel management.
Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience.
Required Knowledge and Skills:
Basic Qualifications:
Must be physically capable to conduct field inspections and participate in project walkdowns which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, climbing in very small and/or confined spaces, and lifting up to 50 lbs.
Possess the right to work and remain in the US without sponsorship.
Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site.
Experience in construction and technical inspection of electrical design in areas such as installation and testing of electrical systems, lighting systems, high voltage equipment, grounding, and cable pulling activities.
Demonstrated commitment to Environment, Safety and Health (ES&H).
Demonstrated commitment to a Zero Accident safety program.
Demonstrated commitment to the principles for a Strong Nuclear Safety and Quality Culture.
Must be computer-literate in word processing, spreadsheets, and database applications.
Must be familiar with current industry quality standards.
Working knowledge with ASME NQA-1 1994, 2008 and Addendum 2009.
Intermediate to advanced experience in field engineering activities of DOE and non-reactor nuclear facility EPC projects.
Detailed knowledge of the National Electrical Code and NFPA 70E Codes.
Understanding of electrical single line diagrams, electrical block diagrams, electrical wiring diagrams, electrical panel schedules, raceway/cabletray plan drawings, and electrical support drawings (engineered specific and generic "cookbook").
Preferred Qualifications:
Knowledge and experience in construction methods and processes and safety compliance.
Knowledge and experience in use of MicroStation to edit electrical drawings.
Knowledge and experience in use of ETAP to perform arc-flash calculations.
Knowledge of Bechtel's Zero Accident Safety Program and familiar with current industry standards.
Experience with installation of medium voltage distribution systems.
Knowledge and experience of the ISMS guiding principles and core functions.
Working knowledge of the history and status of the WTP High Level Waste (HLW) facility.
