As the CDBG Operations Program Manager, you will safeguard the financial integrity of Community Development Block Grant- Disaster Recovery (CDBG-DR) projects while ensuring recipient compliance with Department of Housing and Urban Development (HUD) guidance and regulations. This role is critical for maintaining high standards of federally funded disaster recovery community development projects.
Key Responsibilities:
Develops and shares program funding guidelines with potential applicants.
Provides technical assistance to grantees, applicants, and prospective applicants.
Reviews applications and oversees the implementation of the proposed plan for project completion which details construction activity.
Follows procedures for contract approval and amendment reviews.
Reviews recipient funding requests. Ensures requests are compliant with established rules and regulations.
Collects financial data and prepares State and Federal quarterly reports.
Ensures compliance with cross-cutting Federal programs and duplication of benefits requirements.
Conducts remote or on-site monitoring visits to ensure project regulatory compliance.
Manages project closeout process efficiently
Ideal candidates have:

Strong understanding of HUD regulations, procedures, and guidelines.

The CDBG Operations Manager position is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 2 and is exempt per FLSA regulations.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with major coursework in research, planning, economics, public relations, business, corporate finance, journalism, or marketing and experience equal to two years of full-time work that involved responsibility for interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related or program data; or developing, administering and/or deploying grants/projects/programs;
OR
an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.
