Description
Under general supervision, plans, schedules, and manages various construction projects and activities.
Examples of Duties
Essential Duties and Responsibilities (may perform other duties as assigned)
Plans and schedules modernization and construction projects and activities to be performed according to approved specifications.
Participates in selecting staff needed to perform work assignments.
Organizes and delegates work assignments for completion and evaluates work performed.
Ensures project deadlines and schedules are met.
Conducts quality control inspection reviews as required and ensures compliance with all code regulations and specifications.
Maintains and organizes records of projects that are under construction and keeps a daily schedule of progress.
Completes building and site assessments with reports outlining code violations and needed repairs with budgeted cost and schedule.
Develops conceptual sites and building plans in preparation for construction documents.
Monitors and ensures contract administration guidelines and requirements are enforced.
Completes status and progress reports as require.
Monitors job sites to ensure safety guidelines and procedures are enforced.
Completes and submits documentation to secure materials, tools, supplies and other equipment in accordance with approved plans and specifications.
Confers with management, contractors and others to solicit information and to develop solutions to contractual, staffing and other problems encountered on job sites.
Maintains and organizes records of housing units that are scheduled for modernization.
Conducts inspections and prepares status reports on property damage.
Monitors and estimates cost and budget requirements.
Participates in community and public meetings for project awareness and obtains information.
Monitors processing and payment of invoices.
Assists in developing RFP, RFQ, and RFB documents and specifications, and participates in respondent's review and selection process.
Participates in space planning and consolidation planning, review and implementation.
Minimum Qualifications
Qualifications (required):
Bachelor's degree in construction administration, architecture, or a related field.
Six (6) years of experience in contract administration, construction, and program/project management or a related field, including one (1) year of experience in municipal government space planning and consolidation and construction management.
Two (2) years of experience and training using Auto-Cad and various computer-related word processing, spreadsheets, and database software packages for cost and budget estimates.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
Master's degree.
Knowledge, Skills, and Abilities
Knowledge of building codes and standards.
Knowledge of building and site construction, including construction materials, methods, and equipment commonly used in construction and repair.
Skill in preparing and interpreting basic construction plans, specifications, and cost estimates.
Skill in working with small and large groups of staff, residents, contractors, and agency representatives.
Skill in management principles and practices.
Skill in prioritizing, supervising and delegating the work of others.
Ability to interact with department personnel, managers, directors, and other City officials.
Ability to use a personal computer and various software packages.
Ability to collect, analyze, and interpret technical information and data.
Ability to prepare project reports.
Ability to communicate effectively with others orally and in writing.
Ability to climb ladders and several flights of stairs in multi-story buildings.
Licenses, Certifications, and Other Special Requirements:
Employees in this class may be required to operate a motor vehicle on a reimbursed mileage basis.
Valid State of Michigan Operator License required.
Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position.
Physical Demands
Work involves site visits in all @types of weather, occasional walking on construction sites, and climbing ladders and several flights of stairs in multi-story buildings.
Work Environment
Work involves frequent travel to visit, survey, and/or inspect construction sites.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
In the event of disability, other eligibility rules apply);
An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
Employees are vested after ten (10) years of service, regardless of age.
