Job Description:
The Senior Construction Project Manager/Regional Development Service Manager provides overall leadership and direction for the operation, planning and development of facilities project management to meet Company goals and objectives. The job manages the coordination, scheduling, budgeting and completion of facilities projects through staff in multiple geographic regions. The Senior Construction Project Manager/Regional Development Service Manager develops a detailed capital plan including budget, scope and schedule for Company-wide facilities capital projects including renovations and new construction. The job ensures the successful and cost effective implementation and coordination of facility projects, manages department staff, assigning responsibilities and evaluating results; provides leadership, coaching, counseling and guidance to staff. The Senior Construction Project Manager/Regional Development Service Manager develops, assigns and monitors plans to ensure completion of goals and objectives. The job identifies all project dependencies and risks ensuring that they are effectively managed. The job also ensures mitigation/contingency plans are in place for identified risks and recognizes organizational limitations and uses the corporate practices and policies to produce the best results.
Depth & Scope:
Develops and manages relationships with a wide range of executives, managers, business line project management support staff, outsourced vendors and consultants
Communicates with Retail Operations to ensure stores are turned over on schedule and at the highest degree of quality
Functions as a technical resource to the Project Managers on all construction matters including process improvement, construction technique, cost and time control, communication methods and documentation
Selects, trains, develops and evaluates field and office staff supporting the de novo, relocation and renovation construction within the assigned region
Works with Real Estate, Architecture, Legal and Finance to compile and submit project business cases for approval and execute the department and company goals
Monitors and drives accurate reporting
Reports on pipeline, date projections, spending forecasts, key issues and financial close-out for each project on a weekly basis
Represents the Company at regulatory, zoning and planning board meetings or other related hearings as necessary
Identifies all project dependencies and risks ensuring that they are effectively managed
Ensures mitigation/contingency plans are in place for identified risks
Recognizes organizational limitations and uses the corporate practices and policies to produce the best results
Prioritizes projects, recommends appropriate project staff, gathers other needed resources, monitors progress, and takes ongoing corrective action as needed and evaluates results
Controls change to project scope through accepted change management processes and documentation
Ensures strict adherence to all managed capital and operating budgets ensuring no detrimental cost impact to the Company
Supports the transactions group on site selection for all new, de novo or branch relocation sites and addresses key business points and design with senior management
Serves as subject-matter expert for Store Development and shares information with staff as appropriate
Prepares management reports to summarize the status of projects and work activities
Initiates project evaluation effectiveness post-implementation
Documents findings and incorporates changes into future project plans
Shares lessons learned with other project management staff as appropriate
Reviews and analyzes due diligence reports to ensure proper scheduling, budgeting, and communication of risk associated with a potential project
Reviews plans and make recommendations for value engineering opportunities
Enforces timely recovery of bonds, letters of credit, tenant improvement allowances and escrow money
Assists as needed with all acquisitions and mergers including sign conversion and other project related work
Reviews, maintains and revises the company's construction documentation to ensure that all construction, installation, refurbishment and maintenance projects conform to the company's quality standards and specifications
Reviews, revises and approves all architectural and engineering designs, drawings, floor plans, as-builts, blueprints and related documents for all construction projects
Reviews Leases, Sale Agreements and the Tenant Criteria Documents and Manuals provided by prospective Landlords and Developers
Works directly with the Real Estate Manager, Legal, Landlord and/or Developer to resolve any potential issues related to those documents
Plans and directs the construction department resources to ensure openings in a sufficient time to meet opening plans using respective project management tools
Controls all construction activity within the assigned Metro area
Assigns projects to Project Managers and ensures consistency in processes, reporting and people management
Monitors the administration of the bid process, construction contracts, change orders and draw payments
Monitors all branch projects by assuring that specific schedules, procurement of materials, utility orders, budgets, quality standards and time frames are met while maintaining or exceeding forecasts
Participates in special projects and performs additional duties as required
Education & Experience:
Bachelors degree or progressive work experience in addition to experience below
15+ Years of related experience
Thorough understanding of corporate, financial and industry practices, processes and standards and their impact on project activities
Knowledgeable and proficient with architectural and engineering documents including CAD documents, blueprints, schematics, with a strong emphasis on Building Codes and Regulatory requirements
Strong computer skills with proficiency in some or all of AutoCAD, Microsoft products (Word, Excel, PowerPoint, Project, Access, Office 2000, Primavera Contractor), industry standard contract management and scheduling software (Expedition, Prolog, Constructware, P3, Suretrak, TDB Builder)
Expertise with regards to the American Institute of Architecture Documentation forms and procedures
Ability to create and maintain a detailed CPM schedule
Must be able to apply innovative and effective management techniques to maximize project and staff performance
Ability to comprehend, analyze and interpret complex business documents and respond to sensitive issues, complex inquiries, issues or complaints from internal or external business partners
In-depth knowledge of financial terms and principles and ability to conduct financial/business analysis
In-depth knowledge of real estate principals
Ability to solve complex problems and deal with a variety of options in varying situations
Demonstrated negotiation skills
Advanced project management experience including problem solving, budgeting and scheduling skills
Excellent supervisory and leadership skills
Proven vendor and contractor management skills
Strong database, report writing and quantitative skills
Demonstrated understanding of real estate and property purchases and dispositions
Ability to plan and execute projects of a complex nature with minimum direction
Advanced Knowledge of construction standards, work methods, equipment and materials, operating practices and applicable codes
Extensive travel required
