Summary The Information Technology Specialist (DevOps Engineer) position is in the Administrative Office of the U.S. Courts, Department of Technology Services, Cloud Hosting and Networks Office (CHNO). CHNO delivers centrally hosted computing services for Judiciary-wide case management, administration, infrastructure, and messaging applications, as well as local court systems, and applications hosted at national data centers. Responsibilities The Administrative Office of the U.S. Courts (AO), Cloud Hosting Network Office (CHNO) is seeking a self-motivated, full-time professional to perform Cloud DevOps duties. As the CHNO DevOps Engineer, the incumbent works with cloud transformation teams to establish and execute a new DevOps-focused cloud platform operations capability. Responsibilities include analyzing current software and hardware infrastructure, contributing to the design of cloud-based solutions, facilitating collaboration across multiple teams, and ensuring compliance with government and industry security standards. The incumbent also works with program office stakeholders to resolve acquisition related problems impeding the accomplishment of IT project and program goals and objectives. Duties of the position include, but are not limited to: Participating in efforts to increase software and application developer productivity through the implementation of Agile Release Train methodology to plan, visualize, and manage multiple interdependent teams providing full lifecycle support for automated services in various stages of continuous integration and delivery. Supporting a cloud transformation team, division chiefs, and office chiefs in collaborating with leaders and technical experts across AO to drive cultural change, advancing the maturity and adoption of continuous integration/continuous delivery practices. Managing programs, budgets, contracts, staff, and subordinate managers in implementing automation, code quality, and code analysis tools and other proactive maintenance activities. Serving as a DevOps technical expert implementing and supporting continuous integration and deployment pipelines. Providing technical expertise and various tools supporting supply chain and release management including source control, continuous integration, and change management. Leading efforts to support, troubleshoot, and analyze code on all three stack layers related to infrastructure, middleware, and continuous integration and delivery frameworks. Coordinating with cross-functional teams to design, develop, and implement scalable enterprise features to enable higher developer productivity, environment monitoring and self-healing, and facilitate autonomous delivery teams. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following: Cloud computing platforms such as AWS, Azure, or Google Cloud Platform, including hands-on experience with cloud services, architectures, and deployment models. Designing scalable, secure, and resilient cloud-based solutions, considering performance, availability, and cost-optimization factors. This includes an in-depth knowledge of cloud security best practices, compliance requirements, and regulatory standards applicable to government organizations with the ability to ensure adherence to security policies and mitigate risks in cloud environments. Organizational change management tailored to transitioning from on-premises to cloud-based infrastructure, including strategic guidance, resistance mitigation, and alignment with business objectives. Desired, but not required: Applicants who have a bachelor's degree in computer science, information technology, or a related field. Education This position does not require education to qualify.
