Performs highly advanced (senior-level) administrative and operations tasks. Work involves establishing agency goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving agency objectives. Duties involve establishing the strategic goals and objectives; developing guidelines, procedures, and coordinating and evaluating agency activities. Responsible for planning, developing, coordinating and implementing major agency activities and providing consultative services and technical assistance to senior staff. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Responsible for developing and implementing agency policies and operating procedures.

Initiates, develops, and evaluates training opportunities, including individual and collective training, using accepted management methodologies.

Plans, prioritizes, and performs a variety of training, research, planning, assessments, and administrative activities.

Coordinates activities with other state agencies, governmental jurisdictions, and private sector partners.

Analyzes legislation to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and/or expansion or reduction of agency funding.

Writes, reviews, and edits procedures related to program areas; and provides executive staff with current information pertaining to program operations.

Responsible for daily operations within the agency to include the headquarters and activities occurring at the active race tracks

Skill in identifying measures or indicators of program, staff performance, project management monitoring in addressing changes in scope and budget and the use of a computer and applicable software

Minimum Education and Experience:

Experience in project management in relevant areas of project assignment; preferred.

Graduation from an accredited four-year college or university with major coursework in a field relative to the assignment or a related field is generally preferred.

5+ years of directly applicable experience.
