This position exists to support HIV,STI, & Hep Prevention Staff. The incumbent will develop, coordinate, and evaluate a statewide system of programs that provide human immunodeficiency virus (HIV) testing and treatment designed to identify and treat disease, with a special focus on reducing disparities. The incumbent will assist in planning and research activities necessary to establish a comprehensive and statewide plan for HIV screening that includes addressing social determinants of risk. The incumbent will provide or facilitate training, technical assistance, and other capacity building activities as requested by medical providers.
In accordance with HR/LR Policy #1422 Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

Must meet the following qualifications in the areas of Licensure, Education, and Experience to be considered:
License Requirement::
Must possess current Minnesota licensure as a Registered Nurse.
Education Requirement:
Must possess a bachelor's degree in nursing AND one of the following:
Masters degree in Nursing, Public Health, Epidemiology, or related health field.
OR
Certification in a named advanced practice area of specialization recognized by the State of Minnesota Board of Nursing.
Experience Requirement:
One (1) year of experience as a Registered Nurse, Nursing consultant, Nursing administrator or Nursing instructor.
Additional qualifications to be assessed in interview:
Human Relation Skills.
Verbal and communication skills.
Ability to demonstrate sensitivity towards the LGBTQ+ community, BIPOC community, Injection drug use community, Low Income Community, those infected with HIV, Hepatitis, TB, and STDS.
Basic knowledge of monitoring and assessing community health education programs through contractual agreements.
Knowledge of nursing protocols in diagnosing and treating HIV.
Preferred Qualifications
Extensive knowledge of the medical and epidemiological aspects of all STDs and HIV including knowledge of infectious diseases, epidemiology, including disease surveillance.
Skills in evaluating clinical care delivered by STD/HIV clinical staff in diagnosing, treating, and counseling persons infected with or exposed to HIV.
Extensive experience in the delivery of direct patient care in a clinic setting.
Ability to teach health professionals regarding implementation of testing and treatment activities and to prepare summary reports.
Ability to determine appropriate patient care based on established protocols and to guide other professional staff in implementing the correct protocols.
