Summary The position serves as the Management and Program Analyst for Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Care Network (VISN 6), Durham VA Medical Center (VAMC), under Specialty Care Service in Durham, North Carolina. The incumbent reports to the Administrative Office and is responsible for the following specialty sections; Gastroenterology, Hepatology/Endoscopy, Hematology Oncology, National Tele-Oncology, Rheumatology, and Pulmonary/Critical Care. Responsibilities Responsible for managing and administering operational policies, procedures, personnel actions, hiring processes, and contracting support Serves as liaison with Human Resources on personnel issues, coordinates disciplinary and adverse actions, and participates in related hearings Responsible for collecting documentation and responding to employee grievances and dissatisfactions, working to resolve conflicts efficiently and equitably Assists leadership in projecting staffing needs; developing position descriptions, job analyses, performance plans, and appraisals; and preparing personnel actions Develops and coordinates the planning, formulation, and execution of budgets, conducting both short- and long-range analyses and providing financial projections based on operational variables in support of multiple complex clinical, research, and education programs and specialty sections Supports operations and budgetary needs for Medical Specialty sections Evaluates how budget changes affect program goals and makes recommendations on resource allocation Monitors expenses, reviews discrepancies, and adjusts budgets for personnel, travel, and training based on evolving needs and guidance Advises management on financial trends, prepares requests for additional funding or reprogramming, and manages the fiscal year budget, including salaries and support costs Produces financial reports comparing projections to actual expenditures and handle funding requests for equipment and supplies, certifying bills and participating in fiscal planning Serves as a Contracting Officer's Representative (COR), overseeing contract performance, verifying deliverables, ensuring compliance, and maintaining documentation Coordinates with contracting officers to address performance issues and provide technical guidance to contractors Maintains accurate budget records, advising on fund management, monitoring spending, reprogramming funds as needed, and preparing expenditure reports Serves as the subject matter expert (SME) for all administrative processes affecting assigned sections, providing guidance and oversight to ensure efficient day-to-day operations and effective long-range planning Directs, coordinates, and monitors administrative functions, developing new standard operating procedures as needed and ensuring alignment with Service Line and facility policies Conducts independent management reviews, gathers and consolidates information for leadership, and implements procedures to streamline workflow throughout Specialty Care Reviews and validates labor mapping data to confirm that assigned labor categories, tour structures, and functional statements accurately reflect clinical practice and operational needs Applies extensive knowledge of service operations, regulations, and precedents to provide informed guidance and develop efficient administrative practices Conducts analysis of administrative workflows, staffing, documentation requirements, and reporting structures to identify opportunities for improvement Performs other related duties as assigned Work Schedule: 8am - 4:30pm Telework: Ad-hoc Position Description/PD#: Management and Program Analyst/PD502890 Relocation/Recruitment Incentives: Not authorized Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. Knowledge of VA policy, procedures and regulations, Joint Commission standards, and a thorough knowledge of the organization, mission, function, operation, goals and objectives of Medicine Services and the medical center to ensure policies comply with regulations. Knowledge of accounting, bookkeeping, and budgeting processes to ensure correct allocation and generation of data, reports, and proposals.
