Summary This position is located in the Prosthetics and Sensory Aids Service (PSAS) at W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, NC. The Purchasing Agent is responsible for performing direct medical supply Purchasing to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties and responsibilities include but not limited to: Processing purchases under the Simplified Acquisition Threshold using competitive purchasing methods and GSA contracts Purchasing patient-specific medical equipment and supplies, including durable medical equipment, rehabilitation and mobility equipment, oxygen, surgical implants, and related services Working with medical/requesting departments to gather information needed to complete purchases Identifying appropriate government and commercial vendors and determining the required level of competition Creating and issuing Requests for Quotations (RFQs) and soliciting competitive bids Finding and developing relationships with new vendors and potential sources Reviewing and evaluating vendor quotes and proposals Documenting purchasing decisions, preparing purchase awards, and maintaining required records. Qualifications Minimum Requirement: The following are minimum requirements for appointment as a Purchasing Agent in the Veterans Health Administration (VHA), which all applicants must meet. GS-05 Specialized Experience (GS-05): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-04). Qualifying examples of specialized experience would typically include but are not limited to: reviewing purchase requests and specifications for completeness; preparing solicitations and purchase documents; reviewing vendor quotations for compliance with purchase requirements; comparing prices to support price reasonableness; applying standard terms, conditions, and acquisition clauses; communicating with customers, technical staff, and vendors to clarify requirements; and assisting with purchase order administration and changes.
