Summary This position is located in the Department of War (DoW), Office of Inspector General (OIG), Mission Support (MS), Logistics Management Office (LMO), Travel and Transportation Division (TTD). The incumbent serves as the Lead Defense Travel Administrator, (LDTA) and is responsible for the overall management of the Defense Travel System travel program. Responsibilities As the DoW OIG's Lead DTA, this person manages the DTS travel program. They are the Subject Matter Expert (SME) on travel policy, entitlements, and system errors, providing guidance, resolving issues, and serving as the primary contact for the DTMO. The Lead DTA administers the agency's travel system, trains staff and develops policy. They act as the key liaison to DFAS and DTMO, provide expert guidance on all travel, including PCS moves, and ensure compliance with JTR regulations. This role monitors travel funds, maintains Lines of Accounting (LOA), and resolves system issues in DTS. It fixes accounting errors (ULOs, UMDs), tracks unsubmitted vouchers, and works with budget and DFAS to resolve all financial issues. This role provides DTS guidance, troubleshooting, and technical training for DoW OIG personnel. It involves assigning user permissions, creating instructions, and working directly with the DTMO to resolve system issues while guiding Component DTAs. This role manages the Government Travel Charge Card (GTCC) program. Responsibilities include processing applications, monitoring card usage, reconciling centrally billed accounts, resolving misuse and delinquencies. Requirements Conditions of Employment Qualifications Time in Grade: Applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience: Specialized experience is defined as: Experienced in administering and overseeing an organizational Defense Travel System (DTS) program and Government Travel Charge Card (GTCC) operations. Manage traveler and routing-official profiles, user permissions, appointment documentation, routing lists, and travel procedures. Review travel authorizations, vouchers, and management reports to identify improper payments, delinquency, misuse, and compliance issues; document corrective actions and coordinate resolution with travelers, approving officials, finance offices, and higher headquarters. Interpret and apply the Joint Travel Regulations (JTR) and applicable Department of Defense and local travel policies. Provide DTS and GTCC training, customer support, and guidance to travelers and accountable officials, serving as a primary point of contact for travel-system troubleshooting, audit readiness, and program reporting.
