Summary You will serve as the Technical Department Acquisition Advocate (TDAA), the Department's Project Manager for Acquisition Requirements and the lead and primary interface for the Department contract portfolio in the Ocean Science Autonomous Systems & Ranges Department of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14 the NT-4 encompasses GS-11 and GS-12. Responsibilities You will be responsible for Department contract portfolio and organize the Department's resources to ensure commitments are met. You will serve as the Department's Central Point of Contact for members of the Acquisition Team(s) that are external to the Department. You will assist in the development of procurement packages, pre-award contract actions, correspondence and providing high level guidance to leadership, and strategic planning for future contracts. You will review and monitor requisitions for any contract for basic incremental funding task orders, reviewing invoices for accuracy, ensuring receipt of deliverables, completing annual CPARS reviews. You will assist the Source Selection Evaluation Board (SSEB) and Technical Evaluation panels. You will monitor the work of all the Contracting Officer's Representative (COR) and the status of their contracts, and ensuring input is received in a timely manner and per schedule requirements. You will work with Technical Project Managers, COR, and technical Subject Matter Experts to identify the technical and business requirements associated with these products and services that the Department plans to execute via the acquisition process. You will communicate these requirements to other members of the acquisition team in a clear and concise manner to provide high level guidance for procurement planning. You will be the POC for all Unauthorized Commitments (UAC), contract termination and serves as the NAVSEA Data Manager for the department. You will rapidly convert your Department's acquisition requirements into contract-ready procurement packages with the goal of achieving a 95% first pass yield. You will ensure adherence to the requirements of DoDM5200.01 and SECNAV M-5510.30 involving the creation and handling of classified information to ensure safeguarding and control. You will assist in the development of procurement packages. You will review/monitor requisitions for any contract for basic incremental funding task orders and review invoices for accuracy. You will ensure receipt of deliverables, complete annual CPARS reviews, and ensure input is received in a timely manner and per schedule requirements. Requirements Conditions of Employment Qualifications NT-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-04 (GS-11/12) or pay band in the federal service or equivalent experience in the private or public sector providing expert on-site technical support with the responsibility of assisting in the pre-award contract actions, acting as the primary interface for all contract related matters, and overseeing the effective communication, strategic planning, development and execution of the Department contracts portfolio. NT-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-03 (GS-09/10) or pay band in the federal service or equivalent experience in the private or public sector forecasting, analyzing, evaluating and monitoring contract portfolio and acting as lead for all contract matters to ensure commitments are met.
