Summary You will serve as a Administrative Officer for the Department of Interior, Fish & Wildlife Service, Region 8, San Francisco Bay Nwr Complex in Fremont, CA. Responsibilities Some of the major duties you will perform include but are not limited to the following: Provides advice and counsel on a range of administrative and operational management support issue. Recommends adjustments to planned expenditures to satisfy highest priority needs or meet unplanned emergency expenditures. Advises and assists in determining needs and acquiring equipment, supplies, materials, and repair services on the basis of necessity and availability of funds. Responsible for interpreting and applying regulations dealing with procurement, contracts, and related matters, to provide for support needs of the office. Analyzes historical budget and financial data, as well as new and/or changing program plans, to develop and prepare budget estimates and justifications for current-year, budget-year, and out-year budget planning. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience performing administrative support and management functions that include: identifying, analyzing, and resolving administrative problems or concerns in support of organizational and management needs; providing guidance and communicating with employees, supervisors, and managers regarding administrative, financial, and human resources matters; performing financial management and budget administration functions, such as maintaining accounts, monitoring funds, applying Federal budget procedures, and using financial management or accounting systems; and performing property management functions by interpreting and applying applicable regulations, policies, and procedures, including addressing non-routine or unusual property management situations. -OR- Education: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M., if related. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours).
