Charlie Gilmur with Robert Half is searching for an experienced leader to shape and advance a global mobility and immigration program that supports business growth, workforce planning, and a positive employee experience. This role partners closely with senior leaders and external providers to build scalable policies, strengthen governance, and manage risk across international mobility activities. Based in Vancouver, Washington, the position plays a key role in enabling cross-border talent movement, improving operational effectiveness, and aligning program strategy with organizational priorities.

Responsibilities:

Lead the overall strategy for domestic and international mobility programs, ensuring they support talent objectives, compliance standards, employee needs, and financial discipline.

Create and manage program budgets, forecasts, and vendor spending to maintain cost control while meeting evolving mobility demands.

Evaluate market trends, regulatory developments, and industry practices to refine mobility and immigration offerings and improve program performance.

Establish and oversee immigration governance processes that help maintain valid work authorization and reduce compliance exposure across regions.

Drive modernization efforts by improving workflows, introducing automation where appropriate, and building processes that can scale with future growth.

Develop and execute a global mobility roadmap that advances policy updates, operational maturity, international expansion readiness, and overall employee experience.

Collaborate with business stakeholders and external partners to identify program gaps, resolve complex issues, and implement practical mobility solutions.

Advise senior leadership on mobility and immigration considerations related to workforce planning, succession decisions, cross-border assignments, and market expansion.

Oversee sensitive or high-impact mobility cases, including executive relocations and expansion-related moves, serving as the escalation point for complex matters.

Recommend compensation and relocation package approaches for assignments, transfers, and localization scenarios in alignment with pay philosophy, market data, and business goals.

Requirements - Proven experience leading global mobility and employment-based immigration programs in a complex, multinational environment.

Strong knowledge of mobility policy design, relocation practices, work authorization compliance, and risk management principles.

Demonstrated ability to influence senior stakeholders and provide strategic guidance tied to workforce and expansion planning.

Experience managing program budgets, vendor relationships, and cost governance for mobility-related services.

Skill in building scalable processes, improving operations, and implementing program enhancements across global regions.

Ability to manage confidential, high-visibility, and time-sensitive cases with sound judgment and attention to detail.

Background in compensation, benefits, total rewards, or related areas that support mobility package decision-making.
