Assistant Chief Plan Examiner, Sidewalk Shed and Construction Progress Monitoring

Job Description

Under direction of the Chief Plan Examiner of the Sidewalk Shed and Construction Progress Monitoring Unit (SSCPMU), with great latitude for the exercise of independent judgment or action, the Assistant Chief Plan Examiner will oversee SSCPMU plan examiners. SSCPMU is tasked with auditing a percentage of the reports that come in with the sidewalk shed permit renewals and reviewing extension requests for deadlines related to sidewalk sheds in place for Local Law 11/Façade Inspection & Safety Program (FISP) buildings. They will perform responsible detail-oriented work in the engineering or architectural analysis and review of building structures, building facades, sidewalk sheds and the examination of plans for the construction, alteration or repair of buildings under the jurisdiction of the Department of Buildings and will perform work related to the following responsibilities:

-Manage the technical staff within the Sidewalk Shed and Construction Progress Monitoring Unit.

-Train newly hired plan examiners.

-Meet with owners, Architects or Engineer of Record, and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.

-Examine and review plans, designs, specifications and construction documents for the repair of buildings requiring sidewalk sheds under the jurisdiction of the Department of Buildings to note compliance with and violation of NYC Construction Codes.

-Review FISP compliance reports and other local law related filings and documents in DOB NOW Safety as needed for audit reviews.

-Prepare a list of objections in accordance with Construction Code and other rules, regulations or legislation as they apply to the legality of proposed building repair.

-Assign, coordinate, and manage workload of technical staff.

-Review and approve plan examiner timesheets.

-Evaluate performance of plan examiners.

-Spot check plan examiner objection sheets for Quality Control.

-Provide interpretations of the NYC Construction Codes and other applicable laws, rules, regulations including historic codes.

-Assist with data analysis and determining trends as they relate to sidewalk sheds and buildings under façade repair.

-Respond to field emergencies 24 hours a day, 7 days a week, as required.

-Provide technical advice to senior management and public entities.

-Support Engineering Services division cross training, incident response, special assignments, and project management, as directed.

-Additional duties and projects, as needed.

Unless the list is exhausted during recruitment for this position, only permanent Architects, applicants who are reachable on the Architect open competitive list, and applicants as indicated below will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

REMOTE WORK

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ARCHITECT - 21215

Qualifications

A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.

In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Salary Max: $113,256.00
