Summary About the Position: This position is located at Headquarters, U.S. Army Corps of Engineers, Directorate of Human Resources, Military Personnel Division, Washington, DC. The incumbent serves as a senior military HR Specialist providing technical advice and oversight for military HR programs, including personnel readiness, retention, personnel actions, and policy. The incumbent advises senior leaders and supports the consistent administration of military HR programs across the organization. Responsibilities Provides technical advice and guidance to senior leaders and managers on military human resources programs, policies, regulations, and procedures. Develops and evaluates military human resources policies, procedures, and guidance to address changing requirements and ensure consistent program administration. Analyzes complex military human resources issues and program requirements to identify organizational needs and develop recommendations and alternative solutions. Plans and oversees military human resources projects and programs involving personnel readiness, retention, personnel actions, transition assistance, awards, evaluations, and mobilization. Prepares and presents reports, briefings, and recommendations on military human resources programs and issues to senior leaders and other organizational officials. Specialized Experience: One year of experience in the Federal service which includes: 1) providing senior-level technical advice on military human resources programs involving complex personnel readiness, retention, mobilization, transition, and personnel management requirements; 2) interpreting and evaluating military human resources policies and regulations to resolve complex program issues and determine their impact on organizational operations; 3) analyzing enterprise-level military human resources programs to identify systemic issues, evaluate service requirements, and develop alternative solutions; and 4) developing military human resources policies and guidance to implement changing requirements and ensure consistent program administration across multiple organizational levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
