DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
Under the guidance of the City Controller or designee, the Assistant City Controller III performs specialized accounting procedures in the preparation, review, analysis and reconciliation of standard periodic financial reports and statements. In addition, the Assistant City Controller III serves as the primary liaison to assigned departments, agencies and organizations to effectively coordinate financial operating and management policies, procedures and systems. The Assistant City Controller III will support the Controller's office in implementing process improvements, monitoring operational effectiveness, and ensuring compliance with financial regulations and policies.
The Assistant City Controller III duties will include but are not limited to:
Prepares interim and annual financial statements, schedules, reports and related work papers.
Prepares, reviews and reconciles assigned weekly and/or monthly financial statements.
Recommends systems improvements and alternate accounting systems.
Oversees financial record keeping and cost control systems.
Supervises various complex accounting functions including financial analysis and financial statement preparation.
Performs account analysis and prepares correcting journal entries as needed; reviews and submits journal entries for data entry.
Maintains assigned accounting records and files.
Provides necessary information and assists other departments in solving accounting problems.
Acts as liaison to assigned departments, areas or agencies in handling financial activities, such as annual operating and capital budgets.
Maintains, monitors and prepares monthly projections and analyzes daily budget activity and department objectives to prevent potential problems while conforming to administrative goals.
Assists in resolving expenditure and revenue concerns by implementing alternative solutions.
Gathers, analyzes, and interprets data related to operational performance, resource usage, and financial performance.
Prepare detailed reports and dashboards to present findings, trends, and actionable insights to senior management, stakeholders, and decision-makers.
Reviews and/or approves specific transfers, financial statements and departments'/agencies' requests and actions.
Assists with implementation of revised management and financial operating procedures and systems.
Assists with audits or evaluations of operational procedures and financial practices to confirm adherence to laws, standards, and best practices.
Conducts surveys and research related to various management and financial policies and procedures.
Assists with special projects and production of related management reports as assigned by the City Controller or designee.

The position is physically comfortable; the individual has discretion about walking, standing, etc.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Accounting, Business Administration or a closely related field. Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) is preferred.
EXPERIENCE REQUIREMENTS
Four years of professional accounting and/or auditing experience are required.

PREFERENCES
Preference will be given to candidates who can conduct in-depth analyses of city operations across various departments to identify inefficiencies, bottlenecks, and areas for improvement. In addition, preference will be given to candidates with a track record of working with department heads to map and assess key operational processes, focusing on aligning them with budgetary constraints and organizational goals. An ideal candidate will be able to evaluate operational performance and make recommendations to enhance service delivery while optimizing resource utilization.
