Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Deputy Logistics Management Officer, Position Description Number D2120000 and is part of the Georgia Army National Guard. Area of Consideration: Open to Onboard Technicians within JFHQ-G4 only.. This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Responsibilities As a Deputy Logistics Management Officer, GS-0346-13, you will: Manage long range planning in structuring and scheduling future readiness/mobilization logistics programs that are consistent with the needs of the state. Coordinate logistics support with IDT/AT mobilization, and CONUS/OCONUS training exercises. Provide advice to the JFHQ staff, commanders, and higher agencies regarding mobilization, contingency, and emergency planning issues and concepts. Administer a maintenance program that involves a variety of facilities with varying levels and complexity of support capability to include, Maneuver and Training Equipment Sites (MATES), Combined Support Maintenance Shops (CSMS), Unit Training Equipment Sites (UTES) and Field Maintenance Shops FMS). Maintain oversight of the development and execution of the Maintenance Strategy Action Plan. Supervise directorate through subordinate supervisors. Plan and schedule work to be accomplished. Assign special projects to subordinate supervisors. Analyze work requirements and determine staff, equipment and other resources needed to accomplish the work and makes adjustments when appropriate. Make changes in work methods, organization of work or assignment of functions to subordinate units or positions to improve work flow and services rendered, increase productivity, reduce costs, or promote job satisfaction. Resolve problems that could not be resolved by subordinate supervisors. Prepare performance appraisals of subordinate supervisors, reviews and approve/disapprove evaluations prepared by them for their subordinates. Responsible for logistical mobilization and readiness planning. Oversee the development of logistical support plans for deployment and redeployment of assigned units. Identify key issues and problems in the development of readiness/mobilization plans and initiate and monitor implementation of significant corrective actions. Conduct and support emergency operations relating to logistics functions. Establish and maintain response plans. Manage long range planning in structuring and scheduling future readiness/mobilization logistics programs that are consistent with the needs of the state. Oversee and monitor planning and implementation of comprehensive logistics programs for sustainment of highly complex, fielded, or planned fielding of new systems, integrating separate functions into logistics activities needed to sustain fielding. Coordinate fielding schedules in order to identify logistics requirements. Publish Material Fielding Plans and assure implementation of new logistics concepts, corrective actions and changes to reflect new requirements, technologies, and safety concerns. Coordinate total package fielding within the JFHQ with Program Managers, the USPFO, with major commodity commands such as Tank Armament and Automotive Command, Department of the Army Program Managers and other representatives as appropriate. Includes, but is not limited to, major weapon systems such as the M1 tank and the Bradley Fighting Vehicle. Coordinate and direct the State's logistical support mission and administer the Command Supply Discipline Program (CSDP). Efforts include but are not limited to supply, services, property accountability, inventory management, equipment management (equipment authorization, acquisition, utilization, maintenance, replacement and disposition) and transportation which includes Defense Movement Coordination (DMC) mission; TC AIMS, MOBCON and related movement actions. Evaluate missions and functions, work methods and procedures and make improvements. Develop and implement efficiencies where applicable. Formulate directives and issue guidance to ensure compliance within the JFHQ. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: LTC Compatible Military Assignments: OBR: 90A GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. For Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
