Summary About the Position: You will serve as the Deputy Director, Federal Electronic Health Record Modernization within the Defense Health Agency (DHA) in the Office of the Assistant Secretary of War for Health Affairs (OASW(HA)), Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of the identified duty location (Falls Church, VA). Responsibilities Oversee and manage joint electronic health record (EHR) implementation activities and support a diverse staff comprised of Department of War (DoW) and Department of Veterans Affairs (VA) government employees and contractors. Oversee the programs necessary to achieve a longitudinal health record and maintain interoperability between community care partners, the VA, DoW, and any other participating federal agencies. Manage the approved joint technical, programmatic, and functional requirements of the Federal Electronic Health Record Modernization Program and execute decisions as appropriate in alignment with FEHRM Program Office objectives. Manage the approved joint functions necessary for the deployment, implementation, and sustainment of the seamless EHR, working closely with required acquisition assets as needed to satisfy requirements. Manage each Department's health information exchange to securely and reliably exchange health data with commercial partners. May perform programmatic, functional, and technical duties of the Director with equal authority as needed. Provide oversight of cost, schedule, and performance, and ensure timely reporting for all matters pertaining to DoW and VA acquisition activities. Perform acquisition management duties of the Director with equal authority and ensure contractor performance is satisfactorily accomplished on schedule and at, or below, cost. Direct the development of approaches and documentation for resource requests and budget justifications within the FEHRM Program Office purview for federal budget resources. Lead program review boards at VA, DoW, Office of Management and Budget (OMB), and Congressional Committee levels as required to defend resource requirements and expenditure plans. Make joint EHR budget decisions for allocation of the DoW and VA budget; review and approve joint EHR obligations, expenditures, and reprogramming requests based on a full program assessment that is aligned to the FEHRM Program Office's success. Assess revised expenditure plans/actions to ensure sound execution of allocated funds in accordance with governing statues, policies, and allocation limitations. Direct allocation of work among internal resources, field activities/labs, and private industry. Present to various internal stakeholder audiences, including Congress and Executive Branch, as required. Serve as a technical and FEHRM executive authority in various stakeholder meetings. Actively participate in planning and executive decisions as appropriate in alignment with FEHRM Program Office objectives. Formulate, oversee, deconflict, and/or enforce EHR-related DoW and VA policies as applicable and foster an organization climate that sustains excellence and results and will be evaluated accordingly. Promote inter-agency agreement, enterprise-wide EHR capabilities while ensuring FEHRM's approved vision, mission, and objective are fully realized.
