Summary:
Under direction of the Court Program Manager, the Clinical Director serves as the principal behavioral health consultant for Reno Municipal Court (RMC) Specialty Courts. The position provides advanced clinical assessment, diagnostic formulation, treatment consultation, multidisciplinary collaboration, workforce development, and continuous clinical quality improvement in support of evidence-based problem-solving court operations. The Clinical Director functions as an integrated member of each Specialty Court multidisciplinary team (MDT), providing objective clinical expertise that informs judicial decision-making, individualized case planning, participant engagement strategies, and coordination with community treatment providers. This position is advisory in nature and does not supervise court personnel, establish program policy, or direct court operations. Administrative authority remains with the Court Program Manager, while judicial authority remains with the presiding Specialty Court Judge.

Professional practice shall be informed by the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition, Text Revision (DSM-5-TR); the American Society of Addiction Medicine (ASAM) Criteria, Fourth Edition; the Risk-Need-Responsivity (RNR) Model; the All Rise Adult Treatment Court Best Practice Standards; the Substance Abuse and Mental Health Services Administration (SAMHSA) Eight Dimensions of Wellness; trauma-informed care principles; recovery-oriented systems of care; HIPAA; 42 CFR Part 2; applicable Nevada licensure requirements; and current evidence regarding behavioral health treatment and justice-involved populations.

Essential Functions:
The Clinical Director performs comprehensive biopsychosocial assessments for individuals referred to RMC Specialty Courts. Assessments include review of behavioral health history, substance use, trauma exposure, family systems, medical conditions, medications, housing stability, employment, education, legal history, recovery capital, criminogenic and non-criminogenic needs, social determinants of health, and participant strengths. Diagnostic impressions are developed using DSM-5-TR criteria and supported by accepted standards of differential diagnosis and evidence-based clinical practice. Clinical recommendations will incorporate ASAM multidimensional assessment principles to determine the appropriate level of care and treatment intensity. Recommendations will further be informed by the Risk-Need-Responsivity Model to ensure behavioral health interventions complement criminogenic risk reduction strategies employed by the multidisciplinary team.
The Clinical Director serves as the Court's principal clinical consultant, providing ongoing guidance to judges, case managers, coordinators, marshals, prosecutors, defense counsel, and community partners regarding participant behavior, mental illness, substance use disorders, co-occurring disorders, trauma, relapse, motivation, treatment engagement, responsivity factors, and therapeutic interventions. Consultation should translate complex clinical concepts into practical recommendations that support participant accountability while promoting recovery and behavioral change.
The Clinical Director maintains collaborative relationships with contracted treatment providers to monitor participant progress, review treatment outcomes, identify barriers to successful engagement, coordinate continuity of care, and recommend treatment modifications when clinically indicated. Communication must emphasize shared problem solving while respecting the independent clinical judgment of community providers.
The Clinical Director participates as a fully integrated member of Specialty Court multidisciplinary staffing meetings. Responsibilities include presenting assessment findings, diagnostic impressions, treatment recommendations, participant progress, recovery milestones, relapse indicators, behavioral observations, participant strengths, protective factors, and clinically significant risks that assist the Court in individualized case planning.
The Clinical Director develops and delivers regular educational programming for Specialty Court personnel regarding behavioral health, substance use disorders, co-occurring disorders, motivational interviewing, trauma-informed care, cognitive behavioral interventions, contingency management, medication-assisted treatment, procedural justice, cultural responsiveness, crisis intervention, suicide prevention, participant engagement, professional boundaries, compassion fatigue, and emerging evidence-based practices. When authorized by the Court and consistent with Nevada licensing requirements, the Clinical Director may provide supervision and mentoring for graduate clinical interns and practicum students in collaboration with university partners.
The Clinical Director assists the Court Program Manager in continuous clinical quality improvement by reviewing aggregate assessment trends, treatment engagement, outcome measures, service gaps, and emerging evidence to provide advisory recommendations that strengthen the clinical integrity of Specialty Court operations. Quality improvement activities are consultative and do not include administrative supervision or policy authority.
The Clinical Director prepares timely, objective, and legally defensible clinical documentation consistent with professional ethics, HIPAA, 42 CFR Part 2, Nevada law, and Reno Municipal Court policy.

Knowledge, Skills and Abilities:
The Clinical Director must have comprehensive knowledge of DSM-5-TR diagnostic criteria, behavioral health assessments, ASAM Criteria, Risk-Need-Responsivity principles, All Rise Best Practice Standards, SAMHSA Eight Dimensions of Wellness, trauma-informed care, recovery-oriented systems of care, motivational interviewing, cognitive behavioral interventions, medication-assisted treatment, crisis intervention, suicide risk assessment, multidisciplinary consultation, adult learning principles, behavioral health ethics, confidentiality law, and evidence-based treatment for justice-involved populations.
The Clinical Director must also have the ability to conduct comprehensive clinical assessments; formulate accurate diagnostic impressions; communicate complex clinical information to multidisciplinary audiences; prepare clear written reports; collaborate effectively with courts and treatment providers; deliver professional education; exercise independent clinical judgment; and maintain effective working relationships with justice system and behavioral health professionals.
Minimum Qualifications:
Master's degree from an accredited institution in Clinical Social Work, Marriage and Family Therapy, Clinical Psychology, Counseling Psychology, or a closely related behavioral health discipline. Current unrestricted Nevada licensure as an LCSW, LCPC, LMFT, Licensed Psychologist, or other independently licensed behavioral health professional acceptable to the Court.
Five (5) years of progressively responsible post-licensure clinical experience involving behavioral health assessments, diagnosis, treatment planning, interdisciplinary consultation, and evidence-based practice. Experience with justice-involved populations, specialty courts, forensic behavioral health, and co-occurring disorders is highly desirable.

Working Conditions:
