Summary You will serve as a BUSINESS MANAGER in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-14 through GS-15. The position has a control point equivalent to the GS-14 Step 10 grade. Responsibilities You will be responsible for making organization-wide decisions and establishing the plans and goals that affect the entire organization. You will exercise full authority in planning and scheduling work; assigning work to employees; and accepting, amending or rejecting completed work. You will assure that production and accuracy requirements are met; interviewing and selecting employees for vacant positions, recommending performance standards and ratings; approving leave; and effecting minor disciplinary measures. You will participate in pay pool meetings and will be responsible for assisting in classifying positions. You will recommend appointments, promotions, and reassignments, determine disciplinary measures, as necessary, regularly mentor and proactively promote career development and training for each employee. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Requirements Conditions of Employment Qualifications I have one year of specialized experience equivalent to the next lower grade level (NT-03 or GS-12 through GS-14) or pay band in the federal service or equivalent experience in the private or public sector including 1) Providing expertise on business analytics, metrics and data call responses for business, financial, administrative, and personnel processes; 2) Analyzing business management policies, procedures, and operations; 3) Advising Department/Directorate leadership on all financial matters, including planning, analyzing, and coordinating the budget formulation; and estimating, forecasting, compiling, and submitting the annual departmental A-11 budget request; and 4) Ensuring proper application of accepted business and financial management principles to promote effective and efficient operations.
