Responsibilities The primary duties of the Family Advocacy Program (FAP) Clinical Counselor are to: ¿Deliver comprehensive FAP services to active duty Marines, their family members, andothers as authorized by Department of Defense (DoD) policy. ¿Provide non-medical counseling, screening, assessment, evidence-based and informedinterventions, service planning, and clinical case management services. Comprehensivenon-medical counseling services consists of individual, couple, family and groupsessions. ¿Provide services to clients that address emotional problems, behavioral problems, lifestressors, domestic abuse, child abuse, and problematic sexual behaviors in children andyouth (PSB-CY). ¿Conduct psychosocial assessments with individuals, couples and families and makerecommendations for services. Include client in service plan development. Exerciseclinical judgment to apply expertise in conducting initial assessments to match theclient¿s needs to the most appropriate resources. Conduct ongoing risk assessment andconduct immediate safety planning. Report any suspected child abuse and/or domesticabuse as required by policy and mandated by law. ¿Facilitate psycho-educational groups, classes, and workshops that focus on bothprevention and intervention with child abuse, domestic abuse, and PSB-CY. Topics mayinclude: anger management, relationship skill-building, effective and healthycommunication, and understanding and eliminating power and control. ¿Plan, develop, and implement services and initiatives designed to foster positive healthyrelationships within the family structure. Develop and maintain professional standards ofservice, community referral resources, and maintain a close network with the clinicalstaff and other service providers. ¿Complete and maintain appropriate documentation related to: intake paperwork,screening tools, risk assessments, safety plans, clinical counseling notes, individualizedservice plans, clinical case management, collateral notes, contact details, and otherdocumentation as required by FAP policy. ¿Participate in the confidential Clinical Case Staff Meeting (CCSM), which providesclinical recommendations for supportive services, non-medical counseling for victims ofchild abuse, domestic abuse, or PSB-CY, coordinated case management including riskassessment, ongoing monitoring of child abuse and domestic abuse victims¿ safety,clinical intervention, and appropriate service delivery for alleged abusers who are eligiblefor services at the military treatment facility. ¿Prepare and participate in the administrative process of the Incident DeterminationCommittee (IDC). Communicate the IDC incident status determination to commandersand others who have a ¿need to know¿ status. ¿Provide direct services to include screening, assessment, non-medical counseling, safetyplanning, and referrals with children exhibiting and those impacted by PSB-CY as well asto the family members. Participate in and provide input to the PSB-CY multi-disciplinary team and attend monthly case review meetings. Maintain case records andtrack statistical data in accordance with Limits of Confidentiality, Privacy Act, and higherheadquarters policy. ¿Establish and maintain command and military community relationships. Collaboratewith other military agencies to support and meet client needs. Coordinate with militaryinvestigative agencies, military and local civilian law enforcement agencies, and civilianchild welfare agencies in response to reports of child abuse incidents. ¿Provide World Class Customer Service with an emphasis on courtesy. Assist customersand communicate positively in a friendly manner. Take action to solve problems quickly.Alert the higher-level supervisor or proper point of contact for help when problems arise. ¿Adhere to safety regulations and standards. Use required safety equipment and observesafe work procedures. This position may require a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary). Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications MINIMUM QUALIFICATIONS TIER II and III: ¿A Master¿s or Doctoral-level degree from a college or university with a program nationally accredited in: social work, marriage and family therapy, counseling, psychology, or other appropriate human service and/or mental health professional degree. ¿Must be able to pass childcare background checks consistent with Marine Corps policy allowing work with children below the age of 18. ¿Highest licensure by a State or National regulatory board that authorizes independent clinical practice that is current, valid, unrestricted and in good standing in at least one of the following: clinical social work, licensed marriage and family therapist, licensed professional counselor, or clinical psychologist that meet the DoD requirements. Must provide a photocopy of licensure with their application ¿Tier II must have engaged in 2 years, that includes at least 2,000 hours, full-time, post-masters supervised clinical experience. ¿Tier III must have engaged in at least two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting. ¿At least two years¿ experience working in the field of child and domestic abuse counseling or treatment. Must be able to work effectively with representatives of local, county, state, and federal social services agencies.¿One year experience in or ability to obtain, within 1 year of employment, training in all of the following: PSB-CY, child and adolescent development, and trauma-informed care. ¿Experience counseling a wide range of persons in stressful and potentially high-risksituations. Skills to provide non-medical clinical counseling services to victims of childabuse, domestic abuse, and alleged abusers. Must be skilled in conducting client intaketo include; informed consent, psychosocial assessments, risk assessments, safetyplanning, development of a service plan, and clinical note taking. Experience inproviding services to both military and civilians preferred. ¿Must have knowledge of family structure, dynamics, needs and problems, economic,social, cultural, environmental, and psychological factors in relation to social patterns.Must have training in child and adolescent development, problematic sexual behavior inchildren and youth, and trauma-informed care. Diagnostic skills in areas ofpsychological pathology and psychosocial dynamics. ¿Must have knowledge of civilian and military legal information pertaining to familyrelationships and laws protecting children and elders. Must have knowledge of theprofessional ethics when working with individuals, couples, groups, children, andfamilies. Working knowledge of the Uniform Code of Military Justice as related todomestic abuse and child abuse is preferred. ¿Must have strong case management skills to include: maintain accurate and timelydocumentation of records and case files. Ensure a smooth implementation andcontinuum of care, develop and maintain knowledge of referral sources, collaborate andcoordinate with other internal departments, outside agencies, and commanders (ifindicated) to ensure that client is receiving the most appropriate services. ¿Must be able to serve in an ¿on call¿ duty status outside of normal work hours thatincludes: remaining in a reasonable call back radius, carrying a cell phone, or regularlychecking email to respond to emergencies, remaining in a state of readiness to performwork with limitations on pursuing outside leisure activities, and/or reporting to adesignated post of duty to be ready to or to perform work. ¿Working knowledge of Microsoft Office products is required and knowledge ofelectronic case management system is preferred. ¿Knowledge of the military structure and the military environment is preferred. ¿In accordance with Department of Defense Instruction (DoDI) 1402.5, FAP personnelwho provide services to children under 18 years of age will be subject to a favorableNational Agency Check (NAC) Backgrounds and Security Investigation every five yearsin order to protect the health, safety, and well-being of children.
