Summary This position is located within the VISN-9 Employee/Labor Relations Shared Services Unit (SSU). Responsibilities VA offers a comprehensive total rewards package: HR Specialist Total Rewards As a Supervisory Human Resources Specialist (ER/LR), you will provide technical guidance, information, and assistance to management and senior leadership officials on sensitive, serious, and controversial employee labor relations issues regarding employees in a wide variety of occupations, including Title 5 General Schedule (GS) and Wage Grade (WG), administrative and clinical, and Title 38. The duties of the position include, but are not limited to: Plans and carries out activities to manage employee/labor relations for an integrated healthcare network. Responsible for Employee Relations/Labor relations and Drug-free Workplace for the Network. Develop effective strategies and creative solutions to problematic issues. Provide authoritative advice and supportable recommendations to supervisors and top management officials. Research, interpret, and apply regulations and case law. Develop goals, objectives, and work plans. Apply complex fact finding, analytical, and problem solving methods and techniques. Plan, organize, direct, and control the activities of an Employee and Labor Relations section. Integrate work efforts and negotiate acceptable solutions with those who have alternate agendas. Establish priorities and adjust/respond to changing issues, requirements, and situations. Utilize communication techniques such as persuasion, conflict resolution, negotiation, motivation, etc. Prepare technical reports, correspondence, policy statements, and recommendations. Gain confidence and cooperation of supervisors and managers on difficult issues. Utilize tools for effective service delivery and achievement of desired results and application. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Working knowledge of, and skill in applying, laws, Executive orders, regulations, policies, collective bargaining agreements, concepts, and various HR policies, practices, procedures, and management controls of the labor and employee relations functions in a regionalized operation sufficient to: provide comprehensive employee and labor relations services onsite; coordinate with and advise supervisors and managers on technical issues involving disciplinary, adverse and all other relevant corrective actions. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Using analytical skills and techniques to provide advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution and often involve conflicting or incomplete information; and developing case strategy taking into the relevant precedents from the various forums for review; conducts extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance; and advises managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems. Education Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
