Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with U.S. Cyber Command located at Fort Meade, Maryland. Responsibilities Serves as the command's senior advisor and manages the career management and development of the Cyberspace Effects Workforce (CEW) assigned. Leads the design, implementation, and sustainment of career pathways, ensuring a coherent, repeatable, and strategically aligned talent lifecycle for military personnel performing cyberspace effects roles. Leads development and advocacy efforts for Army and DoD military career management policy which supports the Cyber Talent Management Office (CTMO) enterprise military career framework mission. Leads the development of cyber career pathways for CEW personnel, mapping accession points, training pipelines, operational assignments, broadening opportunities, and senior leader development milestones. Serves as the command's primary liaison to Service personnel management organizations to co-develop career models that benefit both CMF readiness and Service talent pipelines. Develops long-range workforce plans for CEW roles, including inventory forecasting, accession requirements, and retention strategies. Incumbent (or Selectee) Must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: a) Foundational qualification requirements within 9 months, b) Resident qualification requirements within 12 months, c) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap), in accordance with DoDM 8140.03 and supplemental Army guidance.
