Summary About the Position: This position is located within a Defense Health Agency Network West office in San Antonio, TX. Responsibilities Oversee training requirements, contract administration and resolves complex operational issues. Determine the most advantageous means to acquire services and/or equipment needed to meet Network program requirements Manage oversight of contracts centralized at the DHN level and ensures the functional points of contact have provided all required documents: quotes, and statement of non-availability waivers. Serve as a business advisor, planning the overall acquisition approach to meet acquisition life-cycle management and customer mission objectives. Analyze complex contracting issues and determines recommended course of action, which may depart from previous approaches. Uses automated financial systems in accomplishing contracting assignments and to ensure the accurate, complete, and timely reporting of budget and accounting data in support of financial audit readiness and preparedness for all MTFs. Resolve complex issues about program operations such as cost analysis, schedule, and contract performance; initiates, supports, or terminates program initiatives per mission changes or program schedule slippages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
