Job Description

The New York City Employees' Retirement System seeks an Assistant Agency Chief Contracting Officer. The Deputy Agency Chief Contracting Officer (ACCO), under the direction of the General Counsel, with broad latitude for independent and un-reviewed judgment, action and decision-making, will be responsible for directing and managing agency procurement functions in accordance with the New York City Charter and Procurement Policy Board Rules (PPB). Responsibilities include, but are not limited to:

Key Responsibilities

Draft and update agency procurement policy

Ensure comprehensive training and supervision of procurement staff

Liaison between Procurement and Legal to ensure Legal receives all info needed to draft and negotiate contracts

Liaison between Procurement and business units to ensure procurement needs are met

Assist with vendor communication and development of Scope of Work and/or Statement of Work

Participate in Procurement and Contract Management software project

Assess compliance with Procurement Policies and Procedures Board (PPB) Rules and city contracting and procurement best practices and suggest improvements/implement changes

Advise on the most efficient methods of procurement, assist in the development of specifications to minimize cycle times, operating costs, and ensure continuity of operations

Advise executives and staff as needed on all procurement matters, Local Laws, City administrative requirements, and Procurement Policies and Procedures Board (PPB) rules regarding purchasing/contracting operation; standard operating procedures; disseminate alerts and updates in procurement-related laws

Track all contracts to ensure timely and proper review, approval and registration

Direct the timely performance of audits of contracts and purchasing procedures to ensure optimal efficiency and compliance

Run and analyze data reports on volume and processing time of work and implement business processes to minimize transaction time where necessary

Draft and edit intricate and significant solicitation documents

Qualifications

A baccalaureate degree from an accredited college in economics, finance, accounting, business or public administration, auditing, statistics, mathematics, actuarial science, data analysis, information technology, information security, communications, project management, management science, operations research, organizational behavior, industrial psychology, psychology, sociology, human resources, political science, urban studies, public relations, or a related field, or a juris doctor degree from an accredited law school, and four years of satisfactory full-time experience implementing the provisions of a retirement plan, or four years of satisfactory full-time experience in a related field that would support the work of implementing the provisions of a retirement plan. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

An associate degree from an accredited college and six years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

A satisfactory equivalent combination of education and experience. However, all candidates must possess at least 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above and have high school graduation or evidence of having passed an examination for a high school equivalency diploma.
