Located within the Colorado Department of Human Services, Civil and Forensic Mental Health Services (CFMH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. CFMH funds, supports and monitors numerous mental health and substance abuse community programs and providers. CFMH also operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. CFMH executes the State's federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
The Forensic Services Division is responsible for six departments, including Forensic Community Based Services (FCBS), Jail Based Evaluation and Restoration (JBR), Outpatient Restoration (OPR), the Forensic Support Team (FST), the Court Services Department, and the Operations Department.The Department is committed to ensuring behavioral health clients receive the most appropriate services at the optimal place and time. Colorado is accomplishing this by transforming its behavioral health system to one that is focused on providing individualized, focused, community-based services and housing options that enable individuals to live, work, and participate fully in community life. This program helps eliminate unnecessary segregation of persons with disabilities and ensures they receive services in the most integrated setting appropriate to their needs.
The work unit is responsible for the direction of the Outpatient Restoration Program for the State of Colorado. This program responds to referrals for individuals court-ordered for restoration of competency treatment for both adults and juveniles, as mandated by statute to be completed by CDHS. Outpatient Restoration works closely with the Court Services Department, Legal Medical Records, Bridges Liaisons, Forensic Support Team, community mental health, private practice providers, and the criminal and juvenile courts statewide.Our teams work within various settings including community agencies, jails, courts, and hospitals. The locations can include locked units and secure facilities and our clients may at times be unpredictable due to their mental health needs. Our team is required to make critical decisions in dynamic and fast-paced environments in order to ensure a high level of accountability for patient care. Our staff are required to maintain updated skills, knowledge, abilities, and competencies necessary to the position through continuing education, clinical supervision, literature review, and discipline and team development. This position may be required to travel throughout Colorado to meet the needs of the department.

This position provides oversight and monitoring of the daily operations of the outpatient restoration program for the CDHS Office of Civil and Forensic Mental Health. This position provides oversight of multiple contracted providers throughout the state, including annual on-site visits statewide, quarterly video-conference calls to ensure fidelity of the outpatient restoration program, managing monthly reporting from all providers for all active clients, and developing and providing training to providers. This position reads and interprets statutes to develop and implement internal and external policies and procedures. This position is a liaison between multiple contractors and the court services department, the courts, the Bridges Liaison program, ancillary treatment providers, and internal departments specific to competency. The Program Coordinator reports information to the Program Director promptly. This position collects and analyzes information and data to identify audit objectives and issues. This position completes audits, evaluating reports, records, and sufficiency of operations to assess all contractor performance in providing restoration services and all contractor compliance with applicable policies and procedures. This position compiles results detailing audit findings, makes recommendations regarding those findings, and provides technical assistance to contracted providers to support effective responses. This position serves as the lead staff member who reviews referral information from courts and determines the assignment of clients to providers. The Program Coordinator tracks provider capacity and communicates gaps in services to the Program Director. This position researches, identifies, and implements best practices. This position develops and maintains training, documentation, and functional resources for the provision of services by the contracted providers. Other duties include:Communication and Community Outreach:
Knowledgeable regarding the Mental Health and Criminal Justice Systems throughout Colorado to expedite referrals and for services related to ongoing barriers to the restoration of competency.
Serves as a liaison between all contractors and mental health providers, court liaisons, housing supports, and other services necessary and related to the restoration of competency.
Understands and communicates community statewide resources that apply to assisting clients with their barriers to competency.
Conducts provider and stakeholder training on various topics and presents at meetings and conferences statewide.
Communicates audit results with contracted providers, coaching them through issues that arise.
Hosts informal and formal training.
Creates guidelines and policies to address new and emerging situations that affect our providers and our internal stakeholders. An example of this would be guidelines for providers working within competency courts or other emerging programming from the fines committee grants.
Contractor Management and Program Development:
Serves as the contract monitor for multiple contractors' program performance through contact with the educators, including on-site visits and video-conference calls to ensure fidelity of the outpatient restoration program.
Tracks compliance and appropriateness of treatment and assists and reinforces the contractors in problem-solving barriers to competency. This might include advising of suitable ancillary services within the community in which an individual is residing.
Familiar with services throughout Colorado to facilitate clients and educators with referrals.
Informs the Program Director, Director, the Court, and other stakeholders about compliance issues.
Completes auditing all contractors to ensure compliance with the scope of work agreements and identifies and implements responses, including audit action plans and corrective actions, to contractors' compliance or lack thereof with the contract requirements. requirements.
Backfills processing the monthly reporting for all clients active in the program.
Promotes operational and administrative compliance with appropriate CDHS policies and procedures.
Serves as a liaison between the contractors, the Court Services Department, the Forensic Support Team, external special programs, Bridges Liaisons, and the Program Director for Outpatient Restoration.
Serves as the lead who reviews referral information from courts and determines the assignment of clients to providers based on geographical location, client needs, and provider expertise.
Researches, identifies, and implements best practices for service provision.
Creates and maintains content on the Program's Provider Portal, delivering functional resources for the provision of services by the contracted providers.
Assists with the training and onboarding of new Outpatient Restoration staff members.
Liaison for Outpatient Restoration and Forensic Services:
Coordinates and acts as the liaison between the contracted educators and the court services department, Bridges liaisons, Forensic Support Team, Momentum Program, and external special programs to ensure timely initiation of restoration treatment for clients.
Ensures the educators from multiple contractors have all the necessary documentation to contact clients and commence education on the restoration of competency.
Informs the courts and liaisons of the admissions, discharges, or other significant issues the court needs to be made aware of, including non-engagement or other restoration-related issues.
Keeps the Program Director informed of the program's performance, compliance, and issues or concerns as they occur.
Evaluates client progress and ongoing restoration treatment needs and educator recommendations regarding early evaluation requests and send these referrals to the court services department.
Oversees all reporting performed by all contracted providers.
Data Gathering and Integrity:
Gathers data as outlined by program and statutory standards and ensures the fidelity of the data through database troubleshooting and collaboration with data teams.
Ability to use data as a way to drive programming, decisions, and performance is key.
Other Duties as Assigned:
Any other duties that may arise that may need to be completed that are not covered in the above duty statements.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position
Or
Education and Experience:
A combination of related education in Behavioral Health, Psychology, Social Work, Criminal Justice or Human Services and/or relevant experience in an occupation related to the work assigned equal to six (6) years
Preferred Qualifications:
Should have a minimum of 3-5 years of experience working with individuals involved in the criminal justice and/or behavioral health space, such as a case manager, clinician, probation officer, or court coordinator.
Bachelor's or Master's degree in behavioral health, psychology, social work, criminal justice, or human services relevant to the position
