Summary The Administrative Officer functions as the Business Manager in the Medical Service at the Huntington VAMC. They are directly accountable to the Medical Service Chief and has responsibility for the day-to-day administrative operations and budgetary activities related to the assigned Service. They provide administrative direction for all administrative areas including program management, compliance, space allocation management, and overall operations of Medical Service. Responsibilities The Administrative Officer coordinates the administrative functions of the Specialty Care - Medical Service and gives administrative and managerial support to all professional programs under the supervision of the Chief of Specialty Care - Medical Service in execution of assigned tasks. Major Duties include, but are not limited to: Assists clinical services and communicates at multiple levels on behalf of the Chief of Specialty Care - Medical Service and clinical and administrative programs. Assures the professional and management programs are integrated to provide optimized patient care, and the most effective utilization of resources. Oversight for medical contracts, memorandums of agreement, and fee-basis agreements. May be involved in negotiating and coordinating with the facility Contracting Officer. Independently works with the services on their administrative and operational issues, providing guidance based on VA directives and regulations, VAMC policies, and good management principles. Provides technical and administrative support to all other administrative personnel in the service line including support of resident trainees and students, and oversight related to onboarding and processing of trainees. Evaluates the work performance of staff members and provides recommendations to service chief on awards to enhance effective performance or to take action to deal with inadequate performance, through counseling, training, coaching and other means. Analysis of service, workload, staffing levels, cost-effectiveness, and helping to formulate professional and allied health policies and programs. In terms of finance, personnel, equipment, space and supplies, the incumbent is directly involved in all professional areas of the medical center affecting the basic station mission. Responsible for developing, evaluating, and adjusting organization structure for and management systems to accomplish the overall Service mission. Compiles final reports of evaluation efforts. Notes discrepancies and the planned initiatives for effecting remedial actions. All other duties as assigned, pertaining to this occupation, to meet the needs of the Agency, Department, Facility, and/or Service.
