Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (FM&C) of ASN. Responsibilities You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will promulgate approved financial management policies within the organization based on DON policy, and develop and issue implementing procedures. You will serve as a Subject Matter Expert in querying and analyzing data from the Program Budget Information System (PBIS). You will spearhead the strategic programming and budgeting life cycle for 20 Secretariat Activities through comprehensive planning and execution. You will serve as the primary functional expert on critical funding and requirement processes while managing a complex portfolio of Secretariat functions. You will provide authoritative analysis and reporting to directly influence senior leadership and external stakeholders, establishing you as a key advisor in resolving significant resourcing challenges. You will guide team members to success and provide expert counsel on the impacts of financial decisions to safeguard mission capabilities while shaping the future of the organization. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Demonstrate comprehensive knowledge of financial management budget formulation systems and concepts, and program policies, principles, and practices. - Demonstrate ability preparing executive-level reports to meet emergencies and/or changing requirements within available resources with minimum sacrifice of quality or quantity of work. - Demonstrate ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under uncertain conditions or due to short and rapidly changing deadlines, guidance or objectives. - Demonstrate ability to define complex resource or financial problems, conduct extensive and intensive planning, coordinate multiple activities and conduct comprehensive analysis of a multitude of functions and operations.
