The incumbent of this position serves as a member of the Seed Programs Regulatory Review Panel, receives direct supervision from the unclassified Division Program Director, and participates in the daily decision making of the programs, including operational and administrative matters critical to fiscal and judicial impacts of the program.
It is paramount that the incumbent possesses the independent judgment and decision making, strong professional communication skills, the knowledge to understand, interpret and enforce laws and regulations, to communicate and coordinate with LDAF administration, top-level industry representatives, commission members, and representatives of affiliated national associations, and a work ethic to ensure that this is achieved in an efficient and professional manner.

Minimum Qualifications
Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Understands, interprets and communicates the Louisiana Seed Law, rules & regulations and Certification Standards to the public. Serve as liaison and administrative reporter for the Agricultural Chemistry and Seed Commission meetings.
Administers regulatory action in the form of Stop Orders, Non-Compliance letters and official Department communication for violations by businesses and on non-compliant products throughout the state.
Coordinates and informs field inspectors, located in seven district offices across the state of proper procedures related to regulatory enforcement. Maintains contact and directs those individuals to ensure the regulations of the commission have been complied with within the compliance period.
Supports and advises Program Director on regulatory matters regarding proper case documentation and history. Develops written procedures and policies for guidance concerning sample collection, dealer inspections and online user software.
Collects and analyzes data related to regulatory corrective action for non-compliant seed lots. Corresponds with seed dealers and seed manufacturers to define and implement a solution within the compliance period.
Responsible for administering fiscal management (payroll, payables, receivables, etc.), inventory control, program purchasing, records management, personnel management, database management and certification program review for a multi-million-dollar program.
Independently records all program payment transactions into the database to maintain an accurate fiscal record of program revenue and reconciles daily the online payment receipts to program database. Creates and manages monthly program revenue reports as check and balance of revenue records.
Prepares and reviews seed dealer license fees, Quarterly Inspection fees and monthly test fee invoicing for seed dealers. Monitors and communicates with clients and contracted IT programmers to maintain and successfully utilize the online payment process.
Performs responsible duties related to the proper operation, coordination and management of the programs. Responds to requests for information that requires understanding, interpretation and communication of the Seed Law and/or rules and regulations.
Manages all areas of record retention and ensures electronic copies are properly scanned and attached to records. Performs annual archiving procedures to ensure all records, both electronic and hard copies, are kept on file for the required time period.
Performs other duties as may be requested.

Position-Specific Details:
Appointment Type: Full-time- t his position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status. Applicants who are not permanent employees of the Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.
Compensation : The salary offered will be determined based on qualifications and experience.
