Summary This Equal Employment Manager position is within the Executive Director's service at the VA Bedford Healthcare System located in Bedford, Massachusetts. It is permanent and full-time at 40 hours per week. Responsibilities The primary purpose of this position is to perform work that involves developing, administering, evaluating or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. Duties include, but are not limited to: Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan; Coordinates Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity; Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies and decisions; Manages the EEO complaints processes. Assures formal complaints are processed within established time limits and in accordance with published regulations and policies; Assumes responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies; Develops and promotes EEO program publicity and reference materials insuring the EEO program is communicated to the workforce; Performs a systematic evaluation of program activities and functions to measure the degree of success of program efforts; then recommends changes in program methods and approaches based on evaluation results; and Performs other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
