Analyzes and resolves tax processing problems using research methods beyond information submitted by the taxpayer to manually reconstruct and compile tax records in determining tax liability or refund entitlement. Identifies, accepts, or rejects claims. Identifies, relates, and cites tax law and case actions. Adjusts current and prior year tax accounts involving complex account interrelationships or codes to override controls, retrieve data, and construct records from frozen accounts. Calculates taxes, penalties, and interest. Identifies gaps in internal procedures and processing methods. May serve as a technical advisor, OJT coach, classroom instructor, or reviewer; and provides technical assistance on systemic problems and inconsistencies in IRMs. Performs other duties as assigned. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-8 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Applying the methods, precedents, and guidelines related to filing information returns. (organizational structure, terminology, quality assurance expectations, reporting requirements etc.) Utilizing on-line systems, research materials, technology, tools, and processing procedures. (e.g., data security, knowledge of codes, their interrelationship and function) available on-line systems, research materials, technology, and tools to access taxpayer accounts, interpret prior actions, develop techniques for unusual circumstances, generate records for legal proceedings, and make highly complex adjustments and credit transfers among several interrelated accounts. Applying IRS principles, practices, and procedures including taxpayer rights, enforcement policies and practices, payment processing and pertinent appeal procedures. Resolving complex cases, providing technical assistance, and performing extensive research. (e.g., IRMs, E-Help Support System [EHSS], etc.) experience with Accounts Management 94XX programs and/or Accounts Management BMFO programs, references to precedent tax rulings to identify, cite, and relate clauses of law and case actions to unusually difficult complaints and claims; and to evaluate and explain the correct use of such sources. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Education A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
