The Role:
The Director, Strategy & Planning - Certificate of Need (CON) is responsible for leading program management related to Providence's portfolio of existing and new Certificate of Need facilities. The Director will develop and oversee business case development supporting CON applications and partner with clinical, operational, finance, and real estate teams to align CON strategy with system-wide growth priorities, capital planning, and long-term strategic and financial plans.
The Director is responsible for monitoring state and federal policy changes related to CON and site of service regulations, and develop relationships with regulatory agencies, policymakers, and industry groups.
What You'll Do:
Certificate of Need Program Management
Manage end-to-end CON program, including identifying opportunities for CON application development, regulatory submissions, and post-approval progress reports and project close out.
Develop and oversee business case development supporting CON applications, including utilization forecasting, financial proformas, demand modeling using defensible assumptions.
Partner with clinical, operational, finance, and real estate teams to align CON strategy with system-wide growth priorities, capital planning, and long-term strategic and financial plans.
Create actionable insights that inform CON positioning, including service line demand, competitor capacity, and population health trends.
Lead cross-functional teams through highly ambiguous and politically sensitive processes, balancing stakeholder interests while maintaining alignment with organizational strategy and compliance requirements.
Ensure all CON applications and supporting materials meet regulatory, legal, and governance standards, including completeness, accuracy, and alignment with state-specific criteria.
Policy & Regulatory Affairs
Serve as a key liaison with Department of Health Certificate of Need Program, managing relationships, responding to inquiries, and ensuring successful navigation of complex and evolving regulatory requirements.
Drive stakeholder engagement strategies, including coordination with community partners, physicians, and external organizations to build support for CON initiatives.
Monitor and interpret state and federal policy changes, advising leadership on implications for service expansion, reimbursement, and regulatory strategy.
Lead or support efforts to influence rulemaking and regulatory frameworks, engaging with policymakers and industry groups to shape standards impacting healthcare access and delivery.
What You'll Bring:
Education & Credentials
Bachelor's Degree in Business Administration or related field (required).
Master's Degree in Health Administration, MBA, MPA/MPP, or Masters in a related field (preferred).
Experience & Expertise
5 years of Project management and policy/regulatory affairs experience.
10 or more years of Health care and regulatory experience.

The full pay range is listed in accordance with applicable law. Final compensation will be determined based on qualifications, experience, organizational compensation alignment, and the approved hiring department budget for the position. This position may also be eligible for incentive compensation and benefits.

Further, we want our leaders to live in or near the communities we serve. Therefore, leaders applying for this role will be required to work a hybrid schedule, which consists of three days onsite, two days remote and live within a reasonable commuting distance to the ministry or service area they support and lead.

The successful candidate's placement on the wage range for this position will be determined based upon relevant job experience and other applicable factors. These amounts are the base pay range; additional compensation may be available for this role, such as shift differentials, standby/on-call, overtime, premiums, extra shift incentives, or bonus opportunities.
