In this role, you will be responsible for coordinating all payroll activities for the Department of Revenue using the State of Minnesota's SEMA4 payroll system, ensuring employees are paid accurately and on time while maintaining proper position funding and compliance with state, federal, and collective bargaining requirements. Working closely with Human Resources, budget staff, Minnesota Management and Budget (MMB), and agency leadership, you will manage payroll schedules, resolve complex payroll issues, and serve as a trusted resource on payroll policies, procedures, and regulations. You will also review employee expense reimbursements for accuracy and policy compliance, provide technical guidance and training on payroll processes and bargaining agreement provisions, and identify opportunities to improve payroll operations, strengthen internal controls, and enhance the efficiency and effectiveness of payroll services across the department.
Telework Info:
This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location.
Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.
Minimum Qualifications
1 plus year of professional payroll-related experience, including processing, auditing, or reconciling payroll timesheets, payroll transactions, labor distribution records, or other related financial data.
Demonstrated knowledge of payroll laws, regulations, and requirements, including federal and state tax withholding rules, the Fair Labor Standards Act (FLSA), and applicable payroll compliance standards.
Strong problem-solving and critical-thinking abilities, with proven experience analyzing payroll data, identifying and researching discrepancies, and resolving complex payroll issues.
Excellent organizational skills and a high level of attention to detail, with the ability to manage multiple priorities, meet strict deadlines, and maintain accuracy in a fast-paced environment.
Effective verbal and written communication skills, including the ability to clearly explain payroll processes and provide guidance to employees, supervisors, and other stakeholders.
Demonstrated integrity and ability to handle confidential and sensitive information with discretion.
Preferred Qualifications
Experience working in a public-sector or unionized environment, including interpreting and applying collective bargaining agreements, human resources and payroll policies related to overtime, shift differentials, leave accruals, and other payroll provisions.
Experience using State of Minnesota payroll systems such as SEMA4, SWIFT, Self Service, or comparable HRIS/payroll platforms.
Two or more years of professional payroll experience involving processing, auditing, or reconciling timesheets, transactions, labor distribution, or related financial data.
Experience performing a full range of payroll functions in SEMA4, including payroll processing, expense reimbursements, labor distribution, reporting, and other payroll transactions.
Experience reviewing and processing payroll adjustments, overpayments, leave payouts, severance, reimbursements, garnishments, levies, and other complex payroll scenarios.
Experience providing training, creating instructional materials, offering technical assistance, or developing and improving payroll policies and procedures.
Proficiency with Microsoft Excel and Word, with the ability to apply these tools to payroll tasks and data analysis.
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
