FAMLI's mission is to improve Colorado residents' quality of life with a well-designed, reliable, easy-to-use paid family insurance program. FAMLI believes building a functional but passive portal for benefits is not enough. FAMLI's goal is to make its services more accessible and meet benefit claimants when and where they need them during a vulnerable time of their lives. FAMLI's ambitious plans include anticipating and responding to claimants' needs at the time of the incident that necessitates benefit. For example, an eligible CO resident who may have injured her/himself should get a claim started and processed before they leave the office of the physicians attending to their needs. In order to reach that level of service, FAMLI will need experienced and visionary leaders to guide the technology build accordingly.The position is a hybrid model as it combines supervisory, management, and value stream responsibilities under one umbrella. Duties include: 1) supervisory responsibilities; 2) lead and organize regular data analysis and discovery sessions with various stakeholders. 3) participate in strategic and annual planning processes; 4) assume budgetary duties; 5) act as product manager for all Integrity & Analytics ( I &A ) systems ; and 6) serve as the ultimate decision maker for value streams (delivery of services or products to customers) relevant to I&A activities. The position will lead work prioritization efforts for the data and analytics platforms. The position will write SOWs, analyze vendor submissions, and build operational organization and processes. The position will oversee processes to constantly seek out opportunities to automate business processes and work with vendors to plan and implement the work. This position will develop the data and analytics vision strategy and roadmap . Will create and run brainstorming sessions with various stakeholders to gather and analyze ideas to improve customer success. Once backlogs of ideas are prioritized, the position will work with product managers of MyFAMLI+Employer, MyFAMLI+ and Platform for implementation of the stories.The position will also own the generation of reports and address any business reporting needs by FAMLI leadership. Serve as a first level supervisor over direct reports and functional areas for the Innovation, Technology and Risk Management I&A unit . Participate in the selection/hiring process, assign/delegate work, monitor workflow, and direct all aspects of performance management. Promote a continuous learning work environment. Create a positive, supportive work environment that facilitates achieving or exceeding desired performance outcomes. Adhere to departmental vision, mission, objectives and goals as established by leadership. Ensure direct reports adhere to the same. The division'smission will guide every aspect of the product strategy.Management relies on position to direct the transformation of the FAMLI's data and analytics vision and strategic road maps into a cohesive tactical set of features. Select and sequence priorities and roadmap for the I&A and pertaining value streams. Ensure product design and priorities align with the product vision and objectives for FAMLI strategic and program goals. Play a key role in resolving high-impact field issues. Resolve related issues the system design did not anticipate. Manage projects across FAMLI teams to deliver quality service and products that meet the needs of FAMLI users and provide quality customer service experiences. Serve as the ultimate decision maker for value streams (delivery of services or products to customers). Responsible for value stream outcomes, successes and failures. Participate in the budgetary, strategic and annual planning processes for I&A activities. Justify and manage budget, control costs and identify cost saving measures and any financial constraints. Serve as the department's official liaison with all data & analytics vendors. Review and work with leadership to negotiate contracts at a high level, to include SOW (scope of work) requirements and SLAs. Manage relationships with key vendors, including monitoring performance and addressing any issues that arise. Escalate issues to leadership as needed.On behalf of management, monitor/evaluate vendors' performance; ensure deliverables are timely, and achieve the level of quality as stipulated in SLA. Communicate and document vendor accomplishments and/or concerns with Innovation, Technology and Risk Management leaders . Co llaborates/consults with vendors; leadership; development & cross-functional teams. Evaluate capacity against upcoming work and make recommendations to leadership on how to close any capacity gaps. Review and approve implementation plans for programmatic and technological compliance requirements. In general, OIT directs technology compliance while the policy team creates programmatic compliance.

Experience Only:
Nine (9) years of relevant experience in an occupation related to the work assigned to this position such as : Managing and delivering all aspects of a large, data analytics project including contracting, project controls, quality, risk, maintenance and operations planning, and change management. Planning, organizing, and managing the value delivery of complex data systems development efforts within a larger program @context.
Or Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to nine (9) years
Preferred Qualifications:
Agile Product Management Experience : Demonstrated practical experience in an agile setting, with the ability to define product vision, manage backlogs, and prioritize tactical features.
Data Analytics and Fraud Prevention Expertise : Proven ability to utilize big data sets to validate assumptions, improve user experience, and detect/mitigate fraud, waste, and abuse.
Strategic Financial and Budget Management : Knowledge of tools, preferably Snowflake, and techniques to establish, monitor, and justify budgets, including identifying cost-saving measures within a state government @context.
Vendor and Stakeholder Management : Experience negotiating high-level contracts (SOWs and SLAs) and resolving complex, competing interests between vendors, leadership, and cross-functional teams.
