Minnesota Management and Budget (MMB) is seeking a strategic and collaborative Health Policy Director to serve as a policy advisor to the Executive Director of the Health Subcabinet. In this role you will provide leadership, consultation, and coordination of state policy and budget priorities that impact the health of Minnesotans. The Health Subcabinet is responsible for fostering sustainable health care spending, ensuring access to comprehensive, high-quality health care and health care coverage, and reducing disparities and inequities in health care outcomes.
Job duties for this position include:
Leading policy research, development, and analysis, in consultation with internal and external stakeholders.
Recommending health policy changes and administrative action for the State of Minnesota to improve physical health, behavioral health, and social drivers of health across the state.
Advising on needed interventions and innovations to impact Minnesota's health care ecosystem and markets.
Engaging and coordinating cross-agency legislative staff, advocacy groups, and community voices to improve state programs impacting health.
Including lateral management of agency leaders in policy domain across Health Subcabinet agencies, in consultation with Governor's office and Health Subcabinet agencies.
Serving as a senior leader on the Health Subcabinet team, prioritizing continuous improvement and providing expert policy consultation.
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

Five (5) years of experience leading policy research, development, and analysis, to recommend health policy changes and administrative action for improving physical health, behavioral health, and/or social drivers of health.
Experience must include:
Knowledge of administrative health innovations, health reforms, and health policy challenges.
Knowledge in health insurance markets; health-care delivery systems; health care payment models; social determinants of health; federal and state health care policies, practices, and systems; and public health funding streams, including Medicaid reimbursement, federal grants, and other federal programs including Medicare and Advanced Premium Tax Credits.
Research and analysis skills sufficient to interpret complex information from multiple sources to support policy or strategy development.
Interpersonal skills sufficient to build and maintain good working relationships with stakeholders, including senior leadership, agency partners, health care leaders, and elected officials.
Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences, including MMB staff, executive leaders across the state, and elected officials.
Demonstrated respect for diversity and a deep commitment to fostering an inclusive, equitable, and collaborative health policy development and work environments.
A bachelor's degree in public administration, business, or other closely related field as determined by the agency may substitute for one (1) year of experience. A master's degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.

Experience designing or implementing large-scale policy or program reforms within government or private-sector health systems.
Experience with federal or state legislative processes, requirements, and functions, including demonstrated proficiency at relationship-building with policymakers.
Experience building or managing collaborative partnerships with community organizations, research institutions, or health systems to inform policy innovation.
Expertise in Minnesota's health care system, including health policy, regulation, payer-provider relationships, service delivery models, and issues impacting access, quality, and affordability for Minnesotans.
