THE POSITION
The Administrative Officer 4 (Local Government) position with the Allegheny County Support Administration offers a chance to make a real difference in the community. This role provides an opportunity to guide essential policies and service contracts that support residents across the county. You help advance fair, effective, and community centered services. DESCRIPTION OF WORK
This position supports countywide procurement and policy activities that guide how human services are delivered across Allegheny County. The role focuses on improving service quality, building strong provider relationships, and creating consistent policy practices. As an Administrative Officer 4 (Local Government), you will perform the following duties:
Procurement Leadership:Lead competitive procurement processes and coordinate evaluation activities
Policy Development:Create and refine countywide policies and procedures to support DHS operations
Provider Coordination:Collaborate with program offices and provider agencies to improve service access and quality
Stakeholder Communication:Serve as primary contact for providers and support clear communication on solicitation activities
Staff Supervision:Manage staff assignments, review work quality, and oversee performance and scheduling
Compliance Monitoring:Ensure policies align with laws, regulations, and DHS standards while supporting training efforts
Work Schedule and Additional Information:
Full-time employment
Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time, after six month probation the incumbent will be able to work remotely twice a week but will need to get those two days approve by their supervisor. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Six years of experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in personnel management, budgeting, and procurement; and such training as may have been gained through graduation from a four year college or university; or
Any equivalent combination of experience and training.
