TERM-LIMITED POSITION: This position will run until 06/30/2031The Resource Stewardship Program (RS) is an internal service program of Colorado Parks and Wildlife (CPW) tasked with identifying, evaluating, and providing management assistance for all natural and cultural resources on all 42 State Parks. RS is responsible for several aspects of resource management pertaining to cultural resources, including monitoring, surveying, research, training, review, and data development. RS also has a large emphasis on the development of summaries of resources as well as the histories of State Parks, which tie in to a variety of park planning efforts. History Colorado, Office of Archaeology and Historic Preservation (OAHP), in communication and collaboration with RS, will provide technical and administrative support to meet the basic qualifications for state permitting at the Principal Investigator (PI) level (see Code of Colorado Regulations, 8CCR 1504-7; Section 5.E.).
The Cultural Resource Stewardship Technician (CRST) is a full-time, term position in OAHP. The CRST provides technical and administrative support to RS and is responsible for monitoring State Parks, managing and conducting archaeological inventories, developing outreach materials, and providing management advice as it relates to cultural resources on State Parks.Work includes but is not limited to the following:Advanced Technical Support & Archaeological Monitoring
This duty involves independently determining and adapting methodologies for archaeological monitoring and site assessment across Colorado State Parks. The employee routinely operates in novel environments where guidelines may be incomplete, requiring professional discernment to evaluate site conditions, develop new monitoring protocols, and execute fieldwork that informs overarching stewardship goals.Detailed Tasks:
Plan, schedule, and conduct complex archaeological monitoring visits across all 42 State Parks.
Determine and adapt field methodologies for qualitative and quantitative data collection, including establishing photo monitoring points and spatial mapping.
Develop and refine monitoring protocols, workflows, and data standards used by CPW staff and partner agencies.
Complete comprehensive field reports detailing general conditions, threats, and National/State Register eligibility, ensuring proper federal processes are followed.
Record, update, and reconcile locational data into statewide GIS databases, accompanied by newly developed site records.
Complex Management Advice & Resource Stewardship PlanningActing as a primary technical resource, this duty requires the interpretation of professional standards and cultural resource laws to provide case-specific management recommendations. The employee evaluates site conditions, develops mitigation strategies, and advises on stewardship decisions that directly inform park planning, resource management, and development reviews.Detailed Tasks:
Develop cultural resource chapters for Park Stewardship Plans and Park Management Plans, incorporating background research and site condition data.
Conduct internal CPW reviews of trail and capital development projects per CPW Administrative Directive B-304 to ensure cultural resources are integrated into planning.
Develop, update, and communicate comprehensive plans of action for artifacts and other resources, including curation and repository processes (STEPSS).
Assess specific threats to significant cultural resources and develop robust mitigation recommendations.
Advise CPW-RS and OAHP leadership on culturally sensitive stewardship decisions, facilitating CPW-SHPO communication.
Technical Outreach, Training & Partnership Development
This duty involves developing and refining training materials, outreach initiatives, and technical support frameworks for internal staff, volunteers, and external partners. The role interprets complex archaeological data to build engagement strategies, including tribal consultations and educational programming, requiring a high degree of adaptability and cultural sensitivity.Detailed Tasks:
Develop instructional materials and provide training to park staff and volunteers for the proper use, care, and monitoring of artifacts.
Provide technical archaeological support to CPW efforts to engage tribal governments in the planning and management of State Parks.
Assist in developing cultural resource educational information and interpretive signs to communicate the importance of cultural resources to park visitors.
Refine data standards and provide technical expertise related to cultural resources to the RS team and other portions of the CPW system.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Because this is a regulatory requirement, no substitutions for the graduate degree can be accepted.
This includes:
Graduate degree in anthropology, archaeology, history, or related field. Proven history with demonstrated experience in Colorado prehistoric or historic archaeology, or in related topical, geographic or cultural areas.
At least one year of full-time professional experience or equivalent specialized training in archaeological research, administration or management.
At least four months of supervised field and analytic experience in general North American archaeology.
Demonstrated ability to carry research to completion.
Education and Experience:A graduate degree in history, anthropology, or a related field. Experience must be sufficient to qualify as a Principal Investigator for a Colorado State Archaeology Permit. Experience in research and writing is required. Computer word processing and database experience, strong organizational abilities, and effective communication skills are required. A valid Colorado driver's license is required throughout the period of employment.Preferred Qualifications:
Experience in collections management, archaeological laboratory and field methodologies, cultural resource management, preservation commission experience, or historic preservation administration.
Knowledge of archaeological and anthropological repository best practices and standards, including storage and inventory control.
Field and laboratory experience in archaeology, collections, or related field.
Competencies:This position is tasked with the collection, assessment, and management of cultural resourcedata as it relates to cultures on lands managed by CPW-RS. The position must regularly refer tolocal, state, and federal laws to ensure all work is in compliance with the applicable regulations. The position must adhere to industry-wide ethical standards to ensure that proper handling and management of cultural resources and related data. The person in this position should have theability to coordinate, analyze and interpret archaeological collections from all periods andcultures represented in Colorado's past. The position requires ability to carry out research andsome management to completion. This position requires advanced communication skills toeffectively interact with the general public, public agency representatives, tribalrepresentatives, and development project representatives. This position must beknowledgeable about the archaeology in the state of Colorado. This position also requires aworking knowledge of a variety of word processing and database formats (in particular Microsoft Word, Microsoft Access, Google cloud products, and Esri GIS products).
